FEDERAL COUNCIL
I would like to thank my colleague Prime Minister Ratu Mara
for coming here and being our guest of honour okt this
occasion. He has been a good friend of Australia and relations
between Fiji and Australia have grown closer and closer over
recent times.
I will be' saying a little more about John Atwill this
evening. Seven years of presidency is a long time, it is
a record. He served this Party faithfully and well. Bob

CABINET COMMITTEE ME-MBERSHIP
Arising from the Ministerial and departmental
changes announced on 7 May 1982, changes to the
memberships of the standing committees of the
Cabinet have been made.
The terms of reference and the revised memberships
of the Cabinet standing committees are set out
in the attachment.

APPOINTMENT OF PERMANENT HEADS TO NEW DEPARTMENTS
When I announced on 7 May 1982 the Ministry and departmental
changes I also announced the appointments of Acting Permanent
Heads in the five new departments. I said the Permanent Head
appointments: to the new departments had to wait on certain
processes required by the Public Service Act.
Those processes have now been completed, and I have the
Governor General's agreement to the announcement of the following
appointments: r

CONSTITUTIONAL CONVENTION
I have written today to all State Premiers and the Chief
Minister of the Northern Territory seeking their views on the
desirability of holding another session of the Australian
Constitutional. Convention. If States and the Northern Territory
support the holding of another session, timing would be discussed
at the June Premiers' Conference.
The Constitutional Convention consists of representatives from
the Commonwealth, State and Northern Territory Parliaments as

CHANGEOVER OF GOVERNOR-GENERAL
Arrangements have been made for Sir Ninian Stephen to be sworn
as Governor-General in the Senate Chamber on Thursday, 29 July
at 3.00pm. The requisite oaths will be administered by the
Chief Justice of the High Court.
Sir Ninian relinquishes his duties at the High Court today.
Sir Ninian and Lady Stephen will leave Australia shortly to
make a customary call on Her Majesty The Queen prior to the
swearing in. On the way to London they will make brief

FEDERATION CONFERENCE
It is a great pleasure to be with you to open the 1982 annual
conference of the ALSF. You have a broad agenda, ranging,
as I understand, from airfares to education policy, from
student unionism to foreign policy and defence issues and I
am sure you will have a productive conference,.
It is well known that the ALSF accocmodates : a variety of
views within its membership. That is the essence of Liberalism,

I would like to congratulate the service clubs initiati. nig
this oration, which is a tribute to the esteem in which
Sir Condor Laucke is rightly held. I would also like to
thank you for inviting me to give the second in the series
following Sir-Condor's own inaugural oration on the Senate,
and the importance of Parliamentary democracy.

APPOINTMENT OF ACTING PEP4ANENT
HEADS TO NEW DEPARTMENTS
The administrative changes I have anncunced will require
changes in Permanent Heads appointments, either because
new departments are being created or because there are
substantial changes in the functions of existing
departments. Until the provisions of the Public Service
Act relating to the appoint-ment of Permanent Heads can
be properly complied with which I would expect would
be in a week or so the following acting appointments
will be made:

MINISTRY AND DEPARTMENTAL CHANGES
This statement outlines important changes in the
Ministerial and Departmental organisation of the
Government. These changes will:
make the structure increasingly relevant to
current needs;
enable more effective attention to be
given to certain critical policy
areas; rationalise a number of government functions.
The overall re-organisation will mean that there will
in effect be one less Government Department with
specific operational responsibilities. On the other

COMMONWEALTH PUBLIC WORKS IN SOUTH AUSTRALIA
The Prime Minister today announced that the Commonwealth
had decided to proceed with the early construction of a
new headquarters building for Telecom in Adelaide.
Mr Fraser said that this decision was taken after close
consultation with the Premier of South Australia about
the need for fPurther development and employment opportunities
in South Australia.
