APPOINTMENT OF PERMANENT HEADS TO NEW DEPARTMENTS
When I announced on 7 May 1982 the Ministry and departmental
changes I also announced the appointments of Acting Permanent
Heads in the five new departments. I said the Permanent Head
appointments: to the new departments had to wait on certain
processes required by the Public Service Act.
Those processes have now been completed, and I have the
Governor General's agreement to the announcement of the following
appointments: r
Mr M H Codd Secretary, Department of -mployment and
Industlrial Relations
Mr C W M Freeland Secretary, Department of Aviation
Mr C C Halton Secretary, Department of Defence Support
Mr T P Hayes Secretary, Department of Industry and
Commerce and Comptroller-General of Customs
Mr R M Taylor Secretary, Department of Transport and
Construction and Director-General of Works
Mr N S Currie, who was prior to 7 May Secretary, Department of
Industry and Commerce and who has been, since then, Acting
Secretary of that Department and Acting Comptroller-General of
Customs, has indicated that he wishes to take another Government
appointment. An announcement concerning that appointment will
be made in the near future.
Each of the newly appointed Permanent Heads has had a distinguished
career in the public service.
Mr Codd was Secretary, Department of Industrial Relations, before
7 May and since has been Acting Secretary, Department of Employment
and Industrial Relations. Before his appointment to Industrial
Relations Mr Codd was Under-Secretary, Department of the Prime
Minister and Cabinet. / 2

Mr Freeland prior to 7 May was Secretary, Department of Housing
and Construction and since has been Acting Secretary, Departmen-t
of Aviation. Prior to becoming a Permanent Head Mr Freeland was
a Deputy Secretary in the Department of Transport.
Mr Halton prior to 7 May was Secretary, Department of Transport,
a position hie had held since, 1973.
Mr Hayes prior to 7 May was the Secretary, Department of Business
and Consumer A~ ffairs and Comptroller-General of-Customs. Prior
to his appointment to that position Mr Hayes was a Deputy
Secretary in the Department of Defence.
Mr Taylor prior to 7 May was Secretary, Department of Employment
and Youth Affairs. Prior to that appointment Mr Taylor was a
Deputy Secretary in the Department of Transport.
