JOINT STATEMENT BY THEL PRIME MINISTER, MR. WHITLAM,
THE PREMIER OF WESTERA AUSTRALIA, MR. TONKIN, AND
THE LORD MAYOR OF PERT+-, I! R. LEE-STEERE
New planning proposals for part of the central area of
Perth were announced today by the Prime Minist-er Mr. Whitlam,
the Premier of Western Australia, Mr. Tonkin and the Lord
Mayor of Perth, Mr. Lee-Steere.
The imaginative proposals envisage extensive changes
to the appearance and character of the city.
They involve:-

APPOINTMENTS
The Prime Minister, Mr. Whitlam, today announced the following
appointments, which were approved by the Executive Council:-
Mr. T. K. Critchley has been appointed High Commissioner
of Papua New Guinea from 29 March. Mr. Critchley has been
Australian Ambassador to Thailand since 1969. He was
High Commissioner to Malaysia in 1957/ 65, and Senior
External Affairs representative in London in 1966/ 69.
Mr. Critchley, 58, will replace Mr. L. W. Johnson, who

EARTHMOVING, CONSTRUCTION AND MATERIALS HANDLING EQUIPMENT ETC.
The Prime Minister, Mr Whitlam, today announced the Government's
decision on the Tariff Board's report on Earthmoving, Construction
and Materials Handling Equipment, Etc. The Prime M4inister stated that
the Government had accepted the Board's recommendations, with some
minor rate adjustments arising from international commitments.
The report covered a wide range of earthmoving, construction

Tile Commission has been asked to make proposals
consistent with the Government's policy commitments and the ALP Party
Platform on Pre-School Opportunities and Day Care. It will report

NATURAL DISASTERS ORGANISATION
Members of the Cabinet spent much of today reviewing the capacity
of the nation to meet major natural disasters when it hits us in any form
Cabinet decided to create a Natural Disasters Organisation which
will absorb the existing Civil Defence 0rganisation and put new emphasis
on the threat of floods, bushfires and other disasters. I have been
authorised by Cabinet to cormaunicate with all the Premiers immediately

Statement by the Prime Minister
New Itinerary for The Queen's Interrupted Visit
As a result of changes during the weekend a new
itinerary has been arranged for the return visit in March
by The Queen -to South Austral. ia, Western Australia and the
Northern Territory. The Queen will now visit Western Australia before
South Australia instead of' the other way around.
She will fly from Adelaide to Darwin, ending her
tour there on Sunday 10 March as previously announced.
