SCREENING OF FOREIGN INVESTMENT PROPOSALS
In his 29 April Policy Speech the Prime Minister said
that the Government would proceed with the further definition
of guidelines for foreign investment in Australia and would
extend the present systems of surveillance into a general
screening process under the co-ordination of the Treasurer.

PRIME MINISTER: Ladies and gentlemen, I am sorry to keep you
waiting but I have been out at Government House with the rest-of
the ministers for the swearing-in of the new minister and the
swearing in of ministers who have new portfolios or changed
portfolios. The significance of the ministerial changes is
briefly that two departments have been abolished and one department

NEW MINISTRY
The Prime Minister, Mr Whitlam, said that since
the Federal Parliamentary Labor Party had re-elected the
whole ministry, he had proposed to the Governor-General
that the Ministry continue in office with only such
changes as were necessary to take account of the defeat
of the Minister for Immigration, Mr Grassby, and changes
in administrative arrangements.

NITROGENOUS FERTILISERS SUBSIDY
The Prime Minister, Mr E. G. Whitlam, M. P."
announced today that legislation extending the Nitrogenous
Fertilisers Subsidy Act until 31 December 1975 would be introduced
into Parliament later this year. Mr Whitlam said that this action
was in accordance with the Government's commitment to continue
the present subsidy pending a report on the matter from the
Industries Assistance Commission.

THE DUKE OF GLOUCESTER
Throughout his long life the Duke of Gloucester
showed a sense of duty worthy of his high station and
royal position. He had close links with Australia
over the last half-century. He represented his father,
King George V, at the 150th Anniversary of the
foundation of Melbourne. In 1945, Prime Minister
Curtin sought and secured the appointment of the
Duke of Gloucester as Governor-General of Australia.

IT IS NEARLY TWELVE MONTHS SINCE WE LAST MET IN THIS
CHAMBER. IT HAS BEEN A MOMENTOUS PERIOD. OVERSHADOWING THE

MESSAGES TO ISRAELI LEADERS
The Prime Minister, Mr Whitlam, M. P.,
announced today that he had sent messages to the new Israeli
Prime Minister, Mr Rabin and to the outgoing Prime Minister,
Mrs Meir. In his message to Mrs Meir the Prime Minister
praised her for her leadership of Israel during a difficult
period of its history and in particular for the negotiation of
disengagement agreements with Egypt and Syria.

ROYAL COMMISSION INTO THE AUSTRALIAN
PUBLIC SERVICE
The Prime Minister, the Hon. E. G. Whitlam, M. P.,
announced today that His Excellency, the Governor-General had
appointed a Royal Commission to inquire into and report on the
Australian Public Service.
Mr. Whitlam said that the appointment of the Royal
Commission confirmed the undertaking first-given by the government
last December, when Mr. Barnard had announced that a Commission
of Inquiry into the Public Service would be appointed upon

PREMIERS' CONFERENCE
The Prime Minister, Mr E. G. Whitlam, M. P.,
announced today that arrangements have now been completed with
the State Premiers for the meeting of the Premiers' Conference
and Loan Council to be held in Canberra on Friday 7 June.
The meeting will commence at 9.30 a. m. in the
House of Representatives Chamber.
