THE GOOD 1NEIGHBOUR MOVEMENT IN AUSTRALIA WAS INAUGURATED.
THE SOUTH AUSTRALIAN COUNCIL WAS THE FIRST TO COME INTO FULL
OPERATION AND WAS FOLLOWED IN CLOSE SUCCESSION BY COUNCILS
IN OTHER STATES. THE MOVEMENT'S INAUGURATION CAME AT A TIME

STATEMENT BY THE MINISTER ASSISTING THE MINISTER FOR FOREIGN
AFFAIRS IN MATTERS RELATING TO PAPUA NEW GUINEA, MR. BILL
MORRISON. The Minister Assisting the Foreign Minister in Papua New
Guinea matters, Mr. Bill Morrison, said today that the
Australian Government would co-operate closely in achieving
Papua New Guinea's goal of independence. He was commenting

MEMORIAL SERVICE FOR H. P. H. TI'E PRINCE HENRv
Arrangements have been made with the Bishop
of Canberra and Goulburn, the Right Reverend C. A. Tarren,
for a Memorial Service for the former Governor-General of
Australia, His Royal Highness The Prince Henry who died in
London on 10 June, to be held at John's Church,
Canberra at 9.00am on Thursday 18 July.
The Prime Minister, Ministers and' Members of
Parliament will be among the conqreration.

FRENCH NUCLEAR TESTS
The following is the text of a statement issued
by the Prime Minister, Mr Whitlam, in Canberra on 8 July:
" The Trime Minister, Mr Whitlam, said today that
the Australian Government had reason to believe that the
French Government had exploded today another nuclear device
in the atmosphere in the Pacific.
The Prime Minister said he wished to reiterate
that, as he had said on 17 June, this further action of the
French Government was a matter of deep concern to the

COMMUNITY RELATIONS CONSULTANT
The Prime Minister, Mr Whitlam announced today
the appointment of the Honourable A. J. Grassby as Special
Consultant to the Australian Government on Community Relations.
Mr Whitlam said that the appointment was to lay
the foundations for legislative and administrative action to
ensure the abolition of all forms of discrimination on the basis
of race, colour or creed in Australia and to ensure a continuing

the Government has accepted the recommendations of the Tariff Board
in its reports on propylene oxide derivatives and film processing
industry, advertising film ( value for duty).

U. S. S-R./ AUSTRALIA SCIENTIFIC EXCHANGES AGREEMENT
T -he Prime Minister and Acting Foreign Minister,
Mr Whitlam, today announced the first stage in the
implementation of the U. S. S. R./ Australia Scientific Exchanges
Agreement. This, he said, was the appointment of convenors of
five groups of Australian scientists who, with their Soviet
counterparts, would study the possibilities for scientific
cooperation between Australia and the including
the establishment of joint research programs.

HARRIS AND ESTABLISHED A WORKING GROUP ON RURAL POLICY IN
AUSTRALIA, IN THAT LETTER I SAID:
" I ENVISAGE THAT YOUR GREEN PAPER WILL BE
PUBLISHED WITH THE AUTHORITY OF THE AUSTRALIAN
GOVERNMENT BUT WITHOUT FORMAL APPROVAL.
IN THAT FORM I HOPE IT WILL PROVIDE A BASIS
FOR WIDESPREAD DIALOGUE IN THE PARLIAMENT,
