Statement by the Prime Minister, Mr. R. G. Menzies
The Prime Minister asked today that Churches and
other authorities ring their bells when the Royal birth is
announced. He asked them to make this a most memorable
occasion. The Prime Minister said that the Commonwealth would
fly flags from Commonwealth buildings immediately the news
was received and that flags would continue to fly on the two
days following the announcement.

SCHOLA. RSHIPS BY CANADA
Statement by the Prime Minister, Mr R. G. Menzies.
The Prime Minister, Mr. Menzies, announced today
that Canada has offered post-graduate scholarships for
immediate competition by Australian students. The scholarships
will cover return fares to Canada and the payment of
living and other allowances.
This is the second offer made to Australia under
the. Comfmonwealth Scholarship and Fellowship Plan, under

NEW MINISTER
Statement by the Prime Ministe: Mr. Menzies
Senator Paltridge has resigned from the post of
Minister for Shipping and Transport and Mr. Opperman has
been appointed in his place.
I have for some time been conscious of the fact
that Senator Paltridge has been grossly overburdened by
having to attend to both Civil Aviation and Shipping and
Transport. His successful work in relation to shipping has
been quite outstanding and we are all indebted to him for
it. But the problems of civil aviation are becoming more

LOAN COUNCIL
The Prime Minister today sent the following
telegram to the Premier of New South Iales, Mr. Heffron:
" I acknowledge your telegram of 3rd February Stop
I understand that at least four premiers have asked for a
meeting of the Loan Council and therefore under the
financial agreement one will be convened by my colleague
the Chairman Stop But as to the matter of a Premiers Conference
the views of the Commonwealth Government were clearly set down
in my letter of 25th January and these views still stand".

CABINET ARRANGEMENTS
The following Cabinet arrangements have been made:
The PRIME MINISTER becomes MINISTER FOR EXTERNAL AFFAIRS;
DR. CAMERON will be the MINISTER-IN-CHARGE OF and
MR. ADERMANN will become a Member of the CABINET.

COMMlON, TALTH SERUM LABORATORIES
Statement by the Prime Minister3 the Rt. Hon. R. G. Menzies.
The Cabinet today gave consideration to certain
approaches which have been made to the Commonwealth concerning
taking over the Commonwealth Serum Laboratories. This is
the first time that the matter has been before Cabinet. The
nature of the approaches was outlined to Cabinet by the
Minister for Health, Dr. Cameron.
Cabinet decided that the Commonwealth Serum
Laboratories should be retained under Government control, and

On Tuesday lI'st Dr. Cameron, the Federal Health Minister,
stated that
1. Certain overseas drug manufacturers were making " feelcrs"'
for taking over the Commonwealth Serum Laboratories.
2. No specific offers had been made.
3. The Commonwealth had not put the laboratories up for sale.
2. The Government had not yet considered the proposals.
These statements were, of course, correct. The names of
the firms making the enquiries were not disclosed. It would be

AUSTRALIA DAY M1ESSAGES
The following messages were received by the Commonwealth
on the occasion of Australia Day 1960. The messages to the
Australian people were directed hrough the Governor-General,
Sir William Slim and the Prime Minister, Mr. Menzies.
From the President of the United States:
" I am happy to extend to your Excellency and to the people
of Australia on Australia Day, felicitations and sincere
good wishes from the people of the United States as well
as from myself."

ANTI-SEMITISM IN AUSTRALIA
Statement by the Prime Minister, the Rt. Hon. R. G.
Menzies
I have hitherto made no statement about some recent
manifestations of anti-Semitism in Australia, evidenced by the
painting up of slogans on walls and other malicious or foolish
activities. I have myself had experience of painted slogans directed
against me, but have not treated them seriously. But as
many of our Jewish fellow citizens are genuinely distressed at
these recent events, I think that I should now say that there
