The Governor-General of Fiji, His Excellency Sir Penaia
Ganilau, is visiting Australia from 8-19 August 1985.
The visit follows that by the Governor-General of Australia,
Sir Ninian Stephen, and Lady Stephen, to Fiji in September
last year.
Sir Penaia' s visit is a significant event emphasising the
already firm ties of friendship between Australia and Fiji.
It reflects the importance which Australia attaches to
further development of our relationship.

Following is the text of the Communique agreed to by Heads of
Government attending the South Pacific Forum, which met in
Rarotonga, Cook Islands, on 5-6 August, 1985.
1. The Sixteenth South Pacific Forum was held in Rarotonga,
Cook Islands, from 5 to 6 August, 1985. The meeting was
attended by Heads of Government from Australia, Cook Islands,
Federated States of Micronesia ( as an observer), Fiji,
Kiribati, Nauru, New Zealand, Niue, Papua New Guinea, Tuvalu,

On 6 August 1945, an atomic bomb devastated the city of
Hiroshima. Since that day, the world has lived in the
shadow of nuclear weapon'*.,
Forty years after the end of the Pacific War, nothing
more clearly signifies the determination of Australia
and other South Pacific countries to emerge from that
shadow than the current efforts of the South Pacific
Forum to achieve a Nuclear Free Zone in our region.

forecasts of major interest rates and the exchange rate.
This is undoubtedly a fascinating pastime; and one which
has both made and lost the reputation of many
distinguished economists and none too few public
servants. So I trust that you will understand if I do

The Government is disappointed that the proposed rebel
cricket tour of South Africa appears iikely to proceed.
On the other hand, it welcomes the moves which have been
made by the Aus~ ralian Cricket Board in an effort to
deter future rebel tours of South Africa.
On behalf of the Government, I reiterate our repudiation
of apartheid, our support for the Gleneagles Agreement
and our opposition t~ o this proposed tour.

that, is that really because a Liberal Government would not deal

Distinguished Delegates,
It has always struck me that, while our Constitution
sets down many of the elements of our political system,
there is also a large number of basic points which doF
not appear in the written document.
These unwritten ' principles and practices' are
nonetheless widely accepted and supported by long
-precedent and are understood as important by tbae
