At its meeting today, the Economic Planning Advisory Council
( EPAC) focussed attention on medium to longer-term economic
growth and on its work program for the next 12 months.
The Council considered a paper on Medium to Longer-term
Trends Affecting Australia's Economic Growth, prepared by the
office of EPAC under the direction of a Council Working
Party. The paper, to be released publicly next week, identifies
trends likely to have a significant impact on Australia's

The Governor-General, accompanied by Lady Stephen, is
expected to be absent from Australia from the middle
of August on mid-term leave. The Governor-General
will be away for approximately eight weeks.
Sir James Rowland, Governor of New South Wales, will
administer the Government of the Commonwealth of
Australia during the Governor-General's absence. 4

The Government is proposing to recommend to the
Governor-General the appointment of Mr Charles Halton, CBE,
as Secretary, Department of Communications, to take effect
on the retirement of Mr R. B. Lansdown, CBE, from that
position in January 1986.
Mr Halton will be appointed Secretary Designate of the
Department as from 1 November 1985. He is currently
engaged on special assignments for the Government which
will continue until that date.

The people of Victoria have made two very significant decisions
over the last eight months. On the 1st of December last year, they
returned the Federal Labor Government in Canberra to a second term
of office. Then, on the 2nd of March less than five months ago
they gave a similar vote of approval to the Cain Government in

THE PREMIER OF SOUTH AUSTRALIA
21 JULY 1985
The Commonwealth Government has made a special grant of
million to the South Australian Government to assist in
staging the first Australian Formula One Grand Prix in
Adelaide in November.
The Commonwealth contribution will underpin an extensive
capital works project which the South Australian Government
has undertaken to ensure the Grand Prix is a success. It
will be the first of seven annual World Championship Formula

A top-level official joint Chinese-Australian
co-ordinating group will promote long-term co-operation
in the transport sector between Australia and
China. The Australian Minister for Transport, Mr Peter Morris,
will have responsibility for transport policy aspects of
this impor tant Government-to-Government co-operation
programme. The on-going co-ordinating group will be Co-Chaired by
Mr Zhao Weichen and Mr John Dawkins, Australian Minister
for Trade.

Australia's delegation to the World Conference marking the
end of the United Nations Decade for Women left for Nairobi today.
I wish the delegation well for this important conference being
held to review and appraise achievements for women since
1975 and to lay the foundations for strategies to raise
women's status during the rest of this century.
The delegation is lead by Senator Patricia Giles who
has been active in women's affairs for many years and has
played a prominent role in the preparatory meetings for

Cabinet today unanimously agreed that to enable it to
discharge its responsibility of making final decisions,
work should proceed on the framework which, as enunciated
by me on Thursday, represents areas of broad agreement
emerging from the Tax Summit, including:
a crackdown on avoidance and evasion as
outlined in Option A;
some extension of the direct and indirect tax bases,
including a consumption tax on services;
adequate compensation of the needy;
