Ministers had a most valuable exchange of views this morning
with the United States Secretary of Defence, Mr. Caspar
Weinberger. During the talks, Mr. Weinberger emphasised the importance
which the U. S. attaches to the AINZUS alliance, and its
appreciation of Australia's defence effort.
I stated that Australia regards the ANZUS alliance as
central to Australia's defence strategy, and sees itself as

MEMBERSHIP OF THE OFFICIAL ESTABLISHMENTS TRUST
I am delighted to announce the appointment of Lady Parkinson
as a member of the Official Establishments Trust. Her appointment
is for a period of five years.
Lady ( Roslyn) Parkinson, wife of the former Australian
Ambassador to the United States is a resident of Canberra
and is a member of the Council of the Australiana Fund. She
will replace Mrs H. B. Gullett who has served on the Trust since
September 1979 and before that with the Committee on Official

AUSTRALIAN ARCHIVES HEADQUARTERS
The Conmmonwealth Government has decided that a headquarters
building for the Australian Archives will be built in Canberra.
The new Australian Archives Headquarters is estimated to cost
more than $ 30 million and is to be located on a site adjacent
to the National Library.
The Government had decided that only a high quality buil1i. ng
would be appropriate to serve the National Archives

DROUGHT RELIEF MEASURES QUEENSLAND AND SOUTH AUSTRALIA
I have today written to the Premiers of Queensland and
South Australia indicating that the Commonwealth has approved
for inclusion in the natural disaster relief arrangements
certain new relief measures requested by those States.
Under the arrangements, expenditure by the State on approved
measures above its base amount for a financial year
million for Queensland and $ 3 million for South Australia)
is eligible for Commonwealth assistance on a $ 3 Connonwealth

PUBLIC SECTOR WAGES IN THE CAIN BUDGET
I find it extraordinary that Mr Cain should expect praise for
the Victorian Government in relation to wage restraint. ( The
Herald*, 26 October, 1982).
The Victorian Budget provides for an enormous 17.6% increase
in public sector wage and salary payments in 1982-83. ( See
Budget Document No. 5 page 73).
Even allowing for some carry-over from 1981-82 settlements,
one can only conclude that the Victorian Government is

MR JEFF KENNETT
I should like to congratulate Mr Jeff Kennett on his
election as Leader of the Parliamentary Liberal Party in
Victoria and Leader of the Opposition.
Mr Kennett has been the Member for Burwood in the
Legislative Ass: embly since 1976, and scrved effectively,
as the Minister for Housing and 1he Mi; ister for
Immigration and Ethnic Affairs between 1981 and 1.982.

NORTHERN TERRITORY RECEIVES FULL ." LEMBERSHIP TO THE
ADVISORY COUNCIL FOR INTER-GOVERNMENT RELATIONS
The Advisory Council for Inter-Government Relations
Act 1976 is to amended to provide for the Northern
Territory to be represented on the Council on the
same basis as each of the six States.
The Advisory Council is an essential feature of the
Federalism policy of the Commonwealth Government. The
Council was established in 1976 with the object of

ADDRESS TO THE NATIONAL FARMERS FEDERATION, CANBERRA
Thank you very much for the invitation to be with you this
morning and to open this conference of the National Farmers
Federation. I would like to congratulate you on having
if not reached, nearly reached your target of the construction
of your own national headquarters. It is an objective
which farmers' organisations have looked forward to for a very
long while and to know that it is now very close to reality

Mr President, Sir John Moore, my colleagues, ladies and
gentlemen. Mr President, when you were speaking earlier,
you mentioned the foundings of thi5; Association in 1073.
You indicated that the Association had then been formaed
to fight for various things, including a certain measure
of protection that might not be much of an industrial base
in Australia. Obviously the Association has had a very

AUSTRALASIAN OBUDSMEN
Thank you very much for the invitation to o. pe, this Sixth Conference of
Australasian and Pacific Ombudsmen. We all have things other
than our interest in Ombudsmen in which we share in common.
We all share part of the Westminster system, and
perhaps sometimes our critics don't understand the extent
to which the system has evolved over the years, the extent
to which it has grown and adapted to changing circumstances.
