As we approach the end of this decade the Liberal Party in
Victoria and Australia is ex-periencing a sense of history,
optimism and challenge.
Thirty-five years ago last October 13, Robert Menzies brought
fourteen fragmented organisations into one. Modern liberalism
was born on -that day under one banner with one body of ideas.
Little more than five years later, and thirty years ago this
December 10th, the Liberal philosophy won endorsement from

The Prime Minister, the Rt. Honourable Malcolm Fraser, C. II., M. P.,
said today that the Australian Government warmly welcomed the
announcement from London that agreement has been reached at the
Rhodesian Constitutional Conference on arrangements for the
transitional period leading to the holding of elections in
Rhodesia and the subsequent granting of legal independence
from Britain.
This represents a major step towards a just settlement of the

ministers over their handling of the alleged Social Security
fraud by more than 100 people. Mr. Bowen called for the
resignations of Senator Guilfoyle, Senator Durack and Mr. McLeay.
The call accompanies a demand for a judicial enquiry into the

GOVERNMENT 1. The minister for Health, Mr. Hunt, advised of a campaign
to be conducted with Harry Butler to promote quarantine.
2. The Minister for Aboriginal Affairs, Senator Chaney, said
in Parliament today that an extra $ 5.5 million would be
allocated annually for an expansion of the Community
Development Employment Projects scheme for Aboriginals.

The Federal Government is keen to lend money to the States
for new coal-based electricity projects and it has called
on them to submit any proposals they have. In a statement
released in Canberra, the Minister for Trade and Resources,
Mr. Anthony, has said the proposals would be considered for
financing through the Loan Council. However, Mr.' Anthony
said the proposals would have to involve new projects and

Relations between Iran and the United States are worsening.
In the latest development, Ayatollah Khomeini is refusing to
meet special emissaries sent by President Carter. In a radio
broadcast the Ayatollah has warned that there will be no contact
with the Americans until the Shah is returned from New York.
He also supported the Muslim students holding the hostages but
criticised them for threatening to kill the Americans.

Iran's humiliation of the United States continues. Former
U. S. Attorney-General, Ramsey Clark, heading for Tehran to
negotiate the release of the 60 American hostages has been
ordered to stay in Athens until the Iranian authorities clarify
whether they will talk to them or not. The Ayatollah Khomeini
has stated there will be no talks without the Shah being
returned to Iran.
Staff at the Australian Embassy in Tehran have been told to
keep a low profile.

In the aftermath of the scrapping of the Federal Narcotics Bureau,
a confidential document has been leaked which highlights the
intense bureaucratic power play that has been so much a part of
the battle between the Commonwealth Police, the State Police Forces
and the Narcotics Bureau. The document is a defence by the
Department of Business and Consumer. Affairs against the allegations
made by Mr. Justice Williams in his Interim Royal Commission Report
