WAGE PAUSE
The Commonwealth Government has welcomed the decisions of the
Conciliation and Arbitration Commission and some State Tribunals
that there should be a wage pause for at least six months. T~ hese
decisions, following the unprecedented level of agreemeInt between
all governmenLs at the December Premiers' Conference that there
should be a pause, reflect a con~ Eonsus which is developing iii
the Austral ian community.

My dear Premier,
Thank you for your recent advice concerning those
employment related projects in your State which you
would wish to see funded from the Commonwealth's Wage
Pause Program.

As you know, the Commonwealth has appropriated $ 300
million, corresponding to its anticipated savings under
the Wage Pause Program, for expenditure to generate and
maintain employment in Australia. Of this amount the
allocation of a total of $ 100 million for a welfare
housing element of the Program was announced in
December.

THE WAGE PAUSE PROGRAM
The Government has decided on the allocation of the $ 300
million it expects to save under the Wage Pause Program.
In addition to the $ 100 million for welfare housing
announced in December, $ 100 million will be provided for
assistance to the young unemployed and $ 100 million to
assist older unemployed and others disadvantaged in the
labour market.
The Wage Pause Program is framed in such a way as to

ALICE SPRINGS TO DARWIN RAILWAY BY 1988
The Commonwealth Government has decided that the Alice Springs
to Darwin railway will be completed by 1988 Australia's
Bicentennial Year.
This rail link will be of tremendous economic, social and defence
significance to Australia and will be the largest currentrailway
development project in the world. It will be completed
at a cost of $ 545 million.

ADDRESS TO YOUNG LIBERAL NATIONAL CONVENTION, ADELAIDE
The Young Liberal National Convention in mid-January is one of my most
regular and important engagements, and I am delighted to be here
today, back in harness for the first time. 1983 is obviously
going to be a critical year for Australia. It will be a year
of difficulties, but also of challenges and opportunities.
It has never been more important to have the right priorities,

VISIT BY THE PRINCE AND PRINCESS OF WALES

I announced on 7 December that at their request, The Prince
and Princess of Wales, accompanied by Prince William, would be
provided with a home base in New South Wales during their visit
to Australia in March and April 1983.
The base will be at Woomargama, a property north of Albury,
which is owned by Mr and Mrs Gordon Darling, of Melbourne.
Mr and Mrs Darling have kindly agreed to make their house

TEXT OF ADDRESS TO TIHE NATION BY THE ACTING PRIME MINISTER

As Christmas approaches, our thoughts are with family and
friends. Regrettably, many will not be with us after the
holidays. Death and injury caused through road crashes is the greatest
epidemic of our time. The sad facts are that some 3,000
Australians are killed, and 90,000 injured, on our roads each
year. The tragic reality is that most Australians who die between
the ages of five and 34 are killed on the roads.

Australia has accepted an United States Government offer of
a place for an Australian on the Space Shuttle.
The-first Australian in space is scheduled to be on board
the Space Shuttle which launches Australia's domestic
communications satellite in the second half of 1985.
Two Australians will be selected for special training by the
U. S. National Aeronautic and Space Administration ( NASA). They
