MR HAYDEN'S POSITION ON NORTH WEST CAPE AGREEM. 4: NT
Mr Hayden last week once again raised doubts about his real
commitment to the Australian-US alliance. Early last. month,
Mr Hayden stated a policy which meant that no US, British, or
French Naval vessels could visit Australian ports. Australia's
ability to co-operate under the ANZUS Treaty would have been
p shattered. After talking with the US Deputy Secretary of State,
Mr Stoessel, Mr Hayden said he supported ANZUS and would

ELECTORATE TALK
There were three main issues at the Premiers' Conference and
at the Loan Council. First, giving the States responsibility
for their own electricity borrowings and the greater Commonwealth
authority in nationd 1 econcirnic mranagement and third, the funding level
for the States following the Grants Commission report.
The Commonwealth's package to the Loan Council produced some
historic decisions, giving the States freedom to determine

CAIN GOVERNMENT TACTICS -A NEW POLITICAL LOW
The Cain Labor Government's threat to discriminate against the
people of three Federal Minister's electorates by reducing
their health services is a new political low in Australia.
Never before have the people of an electorate had their lives
and well-being directly threatened in this way. It is a form
of political gangsterism which Australians will not stand for.

GOVERNOR-GENERAL'S VISIT TO PAPUA NEW GUINEA
The Governor-General will visit Papua New Guinea for
a few days late in June. The visit has arisen
from an invitation extended by the Governor-General
of Papua New Guinea.
Sir James Ramsay, the Governor of Queensland, will
be appointed as Administrator of the Commonwealth
Government during the absence of the Governor-General..

VISIT TO MALAYSIA
I shall be visiting Malaysia from 2 to 4 August in response
to an invita~ tion extended to me by the Prime Minister of
Malaysia, DEato Seri Dr Mahathir Mohamad.
Australia's relations with Malaysia are long standing and
important. They cover mutual interests in the. region and
a wide range of activities including trade and Malaysian
students in Australia. Malaysia is a member of the Association
of the South East Asian Nations to which Australia attaches
high priority.

13TH SOUTH PACIFIC FORUM
I shall be at~ tending the 13th South Pacific Forum Meeting
to be held in Rotorua, New Zealand, on 9 and 10 August 1982.
The'South Pacific is a region of primary importance to
Australia. The Forum has since its inception in 1971 provided
a unique opportunity for regular meetings of Heads of Government
oil independent and self-governing South Pacific States, including
Australia and New Zealand. The forum has been the instigator

from Mrs Thatcher:
" I have just heard of your announcement of your
Government's support for a National Appeal in
Australia to assist families of British servicemen
who have suffered in the Falkland Islands
dispute, and Falkland Islanders who might be in
severe hardship as a result of the dispute.

ROYAL COMMISSION OF INQUIRY INTO DRUG TRAFFICKING
The Prime Minister and the Premiers of New South Wales,
Victoria, and Queensland jointly announced today that the
life of the Royal Commission into Drug Trafficking has been
extended to 28 February 1983.
The Royal Ccommission, which is being conducted by
Mr Justice Stewart was originally required to finalise
its inquiry and report by 30 June 1982. A recent review
of progress, however, indicated that further time would

VISIT TO CHINA
I shall be visiting China from 4-6 August, in response
to an invitation from the Chinese Premier, Mr Zhao Ziyang.
I previously visited China in 1976.
This visit will provide me with an opportunity to meet
Premier Zhao and other Chinese leaders for the first time
and to discuss international issues of mutual interest as
well as the further development of bilateral relations.
1982 marks the tenth anniversary of Australia's relations
with China. In that short period Australia and China have

ELECTORATE TALK
This year's meeting of the ANZUS partners, which starts
tomorrow inL Canberra, marks the 30th anniversary of the
ANZUS Treaty. These meetings are a valuable way of focussing
our perceptions of current developments in the Asia Pacific
region as well as the global situation. They also remind us
of the close links which exist between Australia, New Zealand
and the United States.
ANZUS is strongly supported by the vast majority of Australians.
