MANUFACTURES DINNER
Mr. Presidentl Sir John Moore, Gentlemen. I am particularly
glad to have this opportunity to speak with you this evening.
Bob Cotton would very much have liked to have been here, but he
is representing the Government at a South Pacific Forum meeting
in Port Moresby and he has asked me to convey his apologies.
It is just ten days since the Budget was introduced in:

I seek leave to report to this House on the Commonwealth
Heads of Government Meeting held in Lusaka from 1 August
to 7 August.
There can be no legitimate doubt in anyone's mind that this
was a critical conference in the history of the Commonwealth.
The way things turned out should not cause us to forget that.

I move
" That this Hous-e expresses its deep regret at the death, on
22 August 1977, of the Honourable Reginald Francis Xavier Connor,
Member of the New South Wales Legislative Assembly 1950-1976,
Member of this House for the Division of Cunningham from 1962
and a Minister of the Crown from 1972 to 1975; places on record
its appreciation of his long and meritorious public service; and

ELECTORATE TALK
The Goverrnent's second Budget delivered by the Treasurer last
week is a Budget of real reform. It continues with the great
reforms we commenced last year. It recognises that people want
to be able to make decisions that affect their own lives, and
that they want freedom to choose.
At the same time, the Budget gives reality to our complete
commitment to help those mnost in need. Our tax reforms offer
renewed hope for millions of Australian men and women burdened

The Pri-me Minister, Mr Malcolm Fraser, said today that the
Budget decision to liberalise existing taxation concessions
on gifts to public art galleries, libraries and m~ useums was
a significant step for art in Australia.
In the past a person could claim on a gift only if he had
acquired it in the last twelve months, or if it was cash.
The twelve months test will now be removed. This move will
encourage owners of older collections of art works to make
gifts to public galleries.

SENIOR GOVERNMENT. APPOINTMENTS
The Prime Minister today announced that the Governor
General in Council had approved the appointment of two
Permanent Heads in the Australian Public Service.
Mr. L. J. Daniels, at present Director-General,
Department of Social Security, has been appointed as Secretary,
Department of the Capital Territory. Mr. Daniels succeeds
Mr. L. W. B. Engledow who was recently appointed as Secretary,
Department of Immigration and Ethnic Affairs.

It is very good to be able to speak at this Liberal Party Convention
so soon after this Government's second Budget has been delivered
a Budget which takes decisive and dramatic steps towards establishing
the kind of Australia that the overwhelming majority of Australians
want; a Budget that encourages the best efforts of all to
endeavour to achieve in the knowledge that achievement will be

IMPROVED COMMUNITY INTERPRETER SERVICES
The Prime Minister, the Rt. Hon. Malcolm Fraser, said today
that the Government had considered the report of an interdepartmental
working party on interpreters and translators which was tabled in
Parliament on 22 February 1977. The Government has decided
to provide an additional amount of $ 200,000 in 1977-78, in order
that further services may be provided in this area.

APPOINTMENT OF DEPUTY COMMONWEALTH OMBUDSMAN
Mr. Kevin Michael Crotty, of Canberra, has been appointed
Deputy Commonwealth ombudsman for a five year -term. The
Office of Deputy Ombudsman is a full time sta-tutory
position. Mr. Crotty holds a first class honours degree in Law from
the Australian National Universit' and has been admitted to
practice as a Barrister and Solicitor of the Supreme Court
of the Australian Capital Territory.

rnr Speaker, in 1967 Indonesia, Malaysia, othe Philippines, Singapore
and Thailand met and established the association of South East Asian
nations. The principal aims of the association, set forth in the
ASEAN Declaration signed in Bangkok on 8t(-h August, 1967, are to
accelerate the region's economic growth, social progress and cultural
development, and to promote regional peace and stability.
