EXPORT CONTROLS
The Government has decided that it wil. l propose to the States
that a consulative mechanism be established between the
Commonwealth and State Governments on export controls. This was
decided in Cabinet discussions in Melbourne last week and confirmed
by Cabinet in Perth today.
Both the Commonwealth and State Governments have significant
interests in minerals. Hence it is important that Commonwealth
and State powers in this area be used in concert to maximise the

ADDRESS TO FEDERAL COUNCIL PERTH
Australia is moving ahead again. Recovery is underway.
billion of investment projects are ready to go, or are in their

Private investment grew by 24 percent in 1978. Investment in
mining grew by 56 percent and the mining industry expects
an increase of 32 percent in 1979.

ADDRESS TO THE NATION
Tonight I want to talk particularly to the working men and
women of Australia. I want to talk to you about matters
that affect all of us each day which are important for
Australia. If we all play our cards right, Australia will move into
the 1980' s with more faith with more confidence than
any other Western nation. It can be a great decade of
growth, of development, of new opportunities for all
Australians, for our sons and our daughters, or we can " blow it".

PRIME MINISTER'S ATTENDANCE AT UNCTAD
The Prime Minister will visit the Phillipines from 8 11 May
at the invitation of President Marcos.
While in Manila he will address the Fifth Session of the
United Nations Conference on Trade and Development which is
meeting from 7 May 01 June.
He will have talks with President Narcos and with Prime Minister
Ohira of Japan who is also addressing the Fifth UNCTAD Session.

VISIT OF THE PRIME MINISTER OF THE REPUBLIC
OF KOREA
The Prime Minister announced today that the Prime Minister of
the Republic of Korea Mr Choi Kyu Hah is to visit Australia
from April 29 to May 3 as a guest of the Australian government.
Following his visit to Australia, Mr Choi* will visit New Zealand
and Indonesia.
During his visit Mr Choi will have discussions with the Prime
Minister and relevant Ministers on matters of mutual interest,

AUSTRALIAN ASSISTANCE TO YUGOSLAV
EARTHQUAKE VICTIMS
The Prime Minister, Mr. Fraser, announced today that the
Australian Government is to donate the sum of $ 100,000 to
help relieve the plight of victims of the earthquake
which devastated Yugoslavia's southern Adriatic region
in recent days.
The Prime Minister has written to President Tito expressing
the sympathy of the Australian Government and people for the
tragic loss of life and property sustained by the people

PJT FINDING ON SHELL AUSTRALIA APPLICATION FOR PRICE INCREASES
I am concerned at the statement issued by Shell Australia to
the effect that they are considering their position following
the decision of the Prices Justification Tribunal to grant
smaller price-increases than had been sought by the company.
It is the public duty of companies to accept and abide by
decisions of the Prices Justification Tribunal, which is the
arbitral authority in these matters, even when companies
privately disagree with its decisions.

TRIBUTE TO SIR DAVID BRAND
Sir David Brand was one of the great Australian Premiers.
For 12 years he gave leadership to Western Australia at a time
of unparalleled development in that State's history.
The results of his foresight and drive are being enjoyed not onl-y
by Western Australians, but all Australians of today.
Most of all David Brand will be remembered for his sincerity and
humanity attributes which won him the support and popularity he
so rightly deserved.

ELECTORATE TALK
To people around the world, Australia appears to be the lucky
country. We are a resourceful and talented people. We have
abundant farmland. We are one of the great rural producers.
* We have mineral resources that the the envy of the world and
vast reserves of oil and gas.
Australia, too, is fortunate to have a stable political structure,
and we are moving to a sound economic base. What then can hold
Australia back? The opportunities are surely great.
