CANBERRA, 11 OCTOBER 1973
OPENING STATEMENT BY THE PRIME MINISTER
Welcoming remarks.
The purpose of this meeting is to discuss, and I
hope agree on, proposals of the Australian Government which
are directed towards our objective of assisting and
strengthening local government and making it a fuller and
more effective partner in our Federal system.
There can be no doubt of the firmness of my
Government' s commitment to that objective. It is encompassed
in our Platform; it was explicit in my Policy Speech before

STATEMENT TO THE HOUSE BY THE PRIME MINISTER
I inform the House of the following Ministerial changes.
The new Ministers were sworn in by His Excellency the Governor-
General earlier today.
Senator the Hon. J. L. Cavanagh has been appointed Minister for
Aboriginal Affairs. The Hon. Gordon Bryant has been appointed
Minister for the Capital Territory. The Hon. Les Johnson has
been appointed Minister for Works and the Hon. Kep Enderby has
been appointed Minister for Secondary Industry and Minister for

PRIME MINISTER: Thanks. Are there any questions?
QUESTION: If the referendum on price control on December 6 is
carried, can you tell us what precise steps you intend to take
in an effort to control prices. You have mentioned that you
would intend to bring down a Land Stabilisation Act in
Parliament the following week but can you be specific on what
other steps, and also can you give me a ditto answer if the
referendum on incomes is carried?

HIGH COURT DESIGN COMPETITION WINNER
The winning entry in the Australia-wide competition
held for the design of the High Court of Australia building,
planned for Canberra's National Area, was submitted by
the firm of Edwards, Madigan, Torzillo and Briggs, of
Sydney. Announcing this tonight, the Prime Minister,
Mr. Whitlam said the winning firm had designed the new
Australian National Gallery to be built in Canberra.

FIGHTING IN THE MIDDLE EAST
The Prime Minister and Minister for Foreign Affairs,
Mr hitlam, said today that the Australian Government deplored
Lhe resumption of fighting in the Middle East.
Australia hoped that the present hostilities would
be brought to an end at the earliest possible moment and an
effective ceasefire established.
Mr Whitlam said that the fighting which was now going
on underlined once again the urgent need for a just and durable
settlement of the Middle East problem.

UNIVERSITY OF ADELAIDE CENTENARY CELEBRATIONS
The Australian Government has contributed more than
$ 5,000 towards the costs of bringing five prominent Asian
educationists to Adelaide to participate in the University
of Adelaide's Centenary Celebrations.
Announcing this in Adelaide today, the Prime Minister
and Minister for Foreign Affairs, Mr. Whitlam, said that the
Asian visitors would take part in a seminar on " Asian-Australian

to business leaders throughout Australia. I certainly intend no
slight to Queensland by the fact that this gathering is the last
of the series. On the contrary, you will receive the distillation
of all the accumulated wisdom of my travels. You may justly call
this my summing up, my final address to the jury.
