VISIT TO JAPAN AND CHINA
I seek leave to make a brief statement on the visit by
certain of my Ministerial colleaguesand me to Japan and China.
The Ministerial delegation to Japan, for the second
Australia-Japan Ministerial Committee, was the largest and
most senior ever to represent Australia abroad. My visit to
Peking was the first by any Australian Prime Minister. Both
visits were marked by great warmth on both sides; both visits

The following is the text of the joint communique issued
by the Prime Minister, Mr Whitlam, and the Chinese Premier,
Mr Chou En-lai, in Peking at the conclusion of the Prime Minister's

The Minister of Foreign Affairs of the Democratic
Republic of the Sudan, Dr Iansour Khalid, arrived in Canberra
this morning for a brief visit to meet members of the Australian
Government, Members of Parliament and Government officials.
Announcing this today, the Prime Minister and Minister
for Foreign Affairs, Mr Whitlam, said that Dr Khalid, who had

for Local Government in Australia.
We are not seeking changes for changes sake
nor, as some would say, to centralise power in Canberra.
What we are really dging is to give a new and realistic
meaning to Federalism, real local participation in public
affairs and in effect, real decentralisation of Government.
