INTER-STATE COMMISSION
The Prime Minister, Mr Whitlam, said today
that legislation would be introduced in the Australian
Parliament soon to re-establish the Inter-State Commission.
Mr Whitlam said the re-establishment of the
Inter-State Commission would rectify " a major deficiency
in the. structure of our Constitutional institutions"
" It is one of the great anomalies of Australia's
post-Federation history that the concept of the Inter-State

PRIORITIES REVIEW STAFF REVIEW
The Prime Minister Mr Whitlam today announced
that he had asked for an urgent review of the Australian
Government's income maintenance and allied schemes,
including their relationship with the general social
security system, and its schemes for structural
adjustment assistance to employers. The review will
be carried out by the Priorities Review Staff.

Second Orphan Flight
The Prime Minister, Mr Whitlam, today
announced details of a second Australian charter flight
to bring Vietnamese children to Australia.
He said that a Qantas Boeing 747 aircraft,
chartered by the Australian Government, would leave Sydney
at 2 pm today to fly to Bangkok.
On board will be a large team of medical
personnel, who will be flown from Bangkok to Saigon
by RAAF aircraft to accompany the children back to Bangkok

The Prime Minister and Mrs Whitlam visited
both the Quarantine Station at North [ lead and the Royal
Alexandria Hospital for Children in Sydney this
afternoon. After Mr Whitlam's visit to North Head
it was announced that senior Australian Government and
State Government officials were working closely to
streamline arrangements for the Vietnamese children
to join adoptive parents.

During the Easter weekend, I visited Albury
where 2,000 delegates from all over Australia were attending
the Annual Apex Convention. As well as attending the Apex
Convention I was able to see the progress being made on one of
the most exciting experiments ever undertaken in Australia.
The governments of New South Wales and Victoria are
cooperating fully with the Australian Government in the
development of Albury-Wodonga as a-growth centre. There

GROWTH CENTRES IN QUEENSLAND
It is unfortunate f or the people of Queensland,
and particularly for those of Townsville who would be the
first to benefit, that the Queensland Premier is more
interested in making political points than in receiving
financial assistance from the Australian Government.
His ill-informed comments on growth centres contrast
starkly with the attitude of Liberal Premiers in New
South Wales and Victoria who have welcomed the Australian
Government's initiatives and cooperated with them.

VIETNAM ORPHANS
The Qantas 747 carrying Vietnamese orphans
to Australia is now expected to reach Sydney shortly
after midday tomorrow. The Prime Minister, Mr Whitlam, told the
Premiers of details of the aircraft's movements in messages
tonight. He said the aircraft would fly from Bangkok
to Sydney. The children would be taken to the Quarantine
station at North Head. for reception and care pending their
allocation to individual States.

VIETNAM ORPHANS FURTHER REPLIES FROM PREMIERS' ( 2
The New South Wales Premier, Mr Lewis, sent
the following reply:
" my Government will accept children irrespective
of their current state of health or whether they can be
adopted immediately. As indicated over the last few days
this government will accept responsibility for two
thousand children and will give consideration should the
need arise to receive more than this number. Children will
receive medical and if necessary hospital accommodation and be

VIETNAM ORPHANS
The Australian Government has chartered a
Qantas 747 jet to help in the evacuation of Vietnamese
children destined for adoption by Australian parents, the
Prime Minister announced in Townsville today.
Mr Whitlam said the aircraft would leave
Sydney at 4: 00 p. m. today for Bangkok carrying three doctors
and twenty nurses to look after the orphans on their flight
to Australia. It will also carry twenty-five tonnes of supplies

JOINT PRESS STATEMENT BY THE PRIME MINISTER, MR. WHITLAM
AND THE SOUTH AUSTRALIAN PREMIER, MR DUNSTAN
The Australian and South Australian Governments
have agreed on the terms for the transfer to the Australian
Government of the non-metropolitan rail systems of South
Australia. They have also agreed that South Australia will
now cease to be claimant State before the Grants Commission.
