SOUTH AU STRALIAN RAILWAYS
( Joint Statement by the Prime Minister, the Honourable
E. G. Whitlam, M. and the Premier of South
Australia, the Honourable D. Dunstan, M. L. A.)
Talks are about to begin on the transfer to
the Australian Government of responsibility for the
South Australian Railways, excluding suburban services.
This was announced today in a joint statement
by the Prime Minister, Mr. Whitlam and the Premier of
South Australia, Mr. Dunstan.

ROYAL VISIT 1974
The following statement has been released from
Buckingham Palace today
" The Queen and The Duke of Edinburgh have
accepted invitations from the Governments of New
Zealand and Australia to visit those countries in
the first quarter of 1974.
The Duke of Edinburgh, accompanied by The
Princess Anne, will arrive in New Zealand in time
to open the Commonwealth Games in Christchurch on
24 January 1974.
The Queen will arrive by air in New Zealand on

PUBLIC SERVICE BONDING
The Prime Minister announced today the
discontinuance of bonding of staff in the Commonwealth
Service. Opinion throughout the community is increasingly
opposed to the bonding of trainees. The Karmel Committee
of Enquiry into Education in South Australia in 1970
recorded its opposition to the whole principle of bonding
and thought it should be abolished as soon as circumstances
permitted. The Bell Committee of Inquiry into Teacher

TUESDAY, 1 MAY, 1973
PRIME MINISTER: Ladies and gentlemen, this morning Cabinet
made several appointments, or at least approved recommendations
for appointments to the Executive Council. The Executive Council
won't be meeting until Thursday probably and so I can't announce
them yet. My Press Office is releasing two statements this afternoon.
The first announces that the Queen and Duke of Edinburgh,

APPOINTMENT OF AUSTRALIAN AMBASSADOR TO PAKISTAN
The Minister for Foreign Affairs, Mr Whitlam,
announced today the appointment of Mr A. M. Morris as Australian
Ambassador to Pakistan in succession to Mr F. H. Stuart who will
be given another assignment.
Mr Morris was born in 1919 and educated at Geelong
Grammar School and the University of Oxford. He served with
the British Army from 1939 to 1945 when he joined the
Department of Foreign Affairs.
He was stationed in Berlin, Bonn and New Delhi before

AUSTRALIA GIVES FOKKER AIRCRAFT TO BANGjADESH
The Acting Minister for Foreign Affairs, Senator Willesee,
announced today that Australia had given two Fokker Friendship
F27 Series 200 passenger aircraft to Bangladesh for use by the
Bangladesh national airline, Bangladesh Biman.
Senator Willesee said that the total cost of the
aircraft, together with spare parts, was $ 950,000.
The first aircraft was handed over by the Australian
Ambassador to the Netherlands, Dr Lloyd Thomson, to representatives

The Acting Minister for Foreign Affairs, Mr Lance
Barnard, announced today a number of senior dinlomatic
appointments. Mr J. C. Ingram, currently Ambassador to the Philippines,
has been appointed High Commissioner for Australia in Carada.
Mr P. G. Henderson has been apnointed Australian
Ambassador to the Philirpines, his first appointment as Head
of Mission. Mr F. B. Hall, at present Australian Ambassador to Greece,
has been accredited as non-resident High Commissioner to Cyprus.

SOUTH PACIFIC FORUM
The following statement was issued in Apia tonight by
the Australian delegation to the South Pacific Forum Meeting:
S" The Chief Minister of Papua New Guinea, Mr Michael
Somare, denied categorically that he had been involved in any
' horse play' with sailors from HMAS Vampire in Aggie's Hotel
on Monday night. Both Mr Somare and the Prime Minister, Mr Whitlam,
t1 ad been engaged in some light-hearted encounters with crew
members from Vampire and one sailor had mistaken the Chief

ACTION ON PRICES
The Australian Government today dedided to seek
urgently proposals for the stabilisation of domestic
prices of meat.
The Prime Minister, Mr. Whitlam, said today
that Cabinet had decided that the minister for Primary
Industry, Senator Wriedt, should seek the proposals from
the Australian Meat Board.
The board will be asked to submit a plan for the
stabilisation of domestic meat prices for consideration
by the Government before the Premiers' Conference on
