Statement by the Prime Minister, the Rt. Hon. R. G. Menzies
I have already anniounced the Government's decision
to institute an Enquiry into a range of matters that bear directly
on the objoctives of economic policy as the Government sees them.
These objectives, which together constitute the mainspring of our
economic policies, are explicitly set out in the Terms of Reference
of the Committee of Enquiry now to be established. Their

My attention has been directed to a story published
in the Melbourne Herald on February 5, and also, I believe, in the
Brisbane Courier Mail. I had not seen this article until today0
It states categorically that Australia will try to
give Papua/ New Guinea representative self-government by 1968
and complete its political independence by 1972 at the latest.
The story purports to be based upon inside knowledge

COUNCIL OF THE NATIONAL LIBRARY OF
AUSTRALIA.
The Prime Minister announced today that Mr.
A. L. Moore, Assistant Secretary, Prime Minister's
Department, had been appointed to the Council of the
National Library of Australia to fill the vacancy caused
by the death of Mr. E. J. B. Foxcroft on 24th May last.
Mr. Moore's present term will expire on
23rd March, 1964.

In this historic year, during which we celebrate the 175th anniversary of the foundation cf our nation, it is a fortuitous coincidence that 1963 also marks the anniversary of the foundation of Canberra, the Australian Capital.

Cabinet today gave consideration to the latest
dramatic developments in relation to the United Kingdom's
application to join the 4. iropean Common Market.
Throughout the long negotiations, we have
ministerially, officially, and publicly presented our interests
and views in a constructive and co-operative way, based upon
two major propositions. The first was that the ultimate decision to

" I am expecting to receive a message from Mr.
Macmillan which will, no doubt, convey some assessment of
the present position and of the future possibilities.
I will have this matter discussed when Cabinet meets on
0 Tuesday next. Meanwhile, it should not be overlooked that
the result of the breaking-off of the negotiations is that
the existing Commonwealth trading arrangements continue.

foundation of our nation. In those years our forbears
and ourselves have done much in which we can take a just
pride. Even so, the tasks ahead of us will demand great
efforts and a spirit of enterprise and co-operation from
all sections of the community. We of the cities must know
and appreciate the labour which draws wealth from the farms.
