the Prime Minister, Sir Robert Menzies on fednesday, 3rd

Mr. Speaker, the honourable member for Batman
( Mr. Benson) is a very experienced pilot but he will forgive
me when I say that during his speech I was very much struck
by the fact that he was steering a course that gave the
impression that he was shifting about in a five-knot ebb tide

Today the Prime Minister, Sir Robert
Menzies announced acting arrangements for Ministers
during Lie absence overseas of the Minister for Trade
and the Minister for External. Affairs.
Sir Garfield Barwick, the Minister for
External Affairs and Attorney-General, has left
Australia to lead the Australian delegation to a meeting
of the SEATO Council in Paris. During his absence,
Sir Robert Menzies is acting as Minister for Excternal

I must say that the speech that we have just
listened to represents such a muddled-up indictment that it is
very hard to know what the point of it is. In one breath, the
honourable member for Eiden Monarc ( Mr. Allan Fraser) waving an
arm at the Postmaster-~ General ( Mr. Davidson) said that he
believed that this interview should never have been made.

and out of it over a long period. It was as long ago as
September, 1960 that the Minister for Defence told the House
that discussions had begun in an informal way with the U. S. A.

The resolution carried by a very narrow majority
in the Labor Party Conference deserves very close examination.
It is, in fact, made up of the most dangerous ambiguities.
Approval of the American radio-communications
station in the North-West has been secured only by acceptance
of conditions which threaten the establishment of the station
by our friends and allies the United States of lAmerica.
