Two senior appointments in the Commonwealth Public Service were made today.

The appointments are those of Sir Frederick Wheeler as the Secretary to the Department of the Treasury, to succeed Sir Richard Randall who will retire, and Mr A. S. Cooley as Chairman of the Public Service Board in succession to Sir Frederick. Mr Cooley is at present Secretary to the Department of Supply.

Tne Government has consistently expressed
the view that visits of international sporting team-;;
should be arranged between the sporting bodies concerned
and that politics snould not be introduced into sport.
Grave practical difficulties are, however,
associated with the cricket tour. The Australian Cricket
Board is best able to assess these difficulties. It

STATE VISIT BY GOVERNOR-GENERAL OF NEW ZIEALAND
Statement by the Prime Minister, Mr. William McMahon
With the approval of The Queen and with the
concurrence of the New Zealand and Australian Governments,
the Governor-General of New Zealand ( Sir Arthur Porritt) and
Lady Porritt have been pleased to accept the invitation
from the Governor-General of Australia ( Sir Paul Hasluck) to
make a State Visit to Australia towards the end of this year.
The visit is lo take place from liednesday 27 October

( 8.26)-This is the twenty-second Budget
since the Liberal-Country Party Government
took office in 1949. Since then we in
Australia have enjoyed a period of sustained
economic growth combined with full
employment which has not been rivalled in
any previous period of our history.

Ladies and Gentlemen, My wife and I are delighted to be here. Thank you for your most generous welcome. I can assure you it is stimulating to see so many of you from my own and other Liberal Electorates here today.

Let us make today a significant date in the history of the Liberal Party and in the history of the Government in Canberra. Let us as Liberals make a new and concerted drive to fight for our own Liberal principles and our cause, in the interest of all Australians.

FAILURE TO SUSTAIN A QUORUM
State ment by the Prime Minister, Mr. William McMahon
It is the responsibility of the Government
Parties to have sufficient Members in the House to maintain quorums
when the division bells are rung, in order that the business of the
Hose should proceed.
I am informed that this afternoon on the ringing of the bells,
the House was two short of a quorum.
The fact that there were enough Government Members in
the Pajliamentary precincts to sustain a quorum was not a satisfactory

FOREIGN POLICY
23 AUGUST 1971
The speech on foreign policy by my colleague stands out in
complete contrast to the superficial approach of the Opposition.
To my mind, the Minister for Foreign Affairs has set out,
in a responsible way, the Government's record and its attitude on the vital
issues before us in the international scene. I commend him for what he has
said in his first report to the House in his new portfolio.

I have recommended to His Excellency the Governor-General
that the Honourable Malcolm Fraser be sworn in as Minister for Education
and Science. Mr. Fraser will take over this portfolio from Mr. Fairbairn
who currently holds the two portfolios of Minister for Defence and
Minister for Education and Science.
Mr. Fraser will be in the Cabinet.
