FOR MEDIA 22 AUGUST 1988
Following the resignation of Mr Hayden from the ministry on
17 August and in order to avoid protracted speculation, I am
announcing today changes within the Ministry which I will be
recommending to the Governor General. The Governor General
has agreed to my making such a statement at this time.
I do not believe it would be in the interests of an
efficient transition and the effective management of the
portfolios involved to bring the changes into effect

" TERRA AUSTRALIS TO AUSTRALIA" CONFERENCE
CANBERRA 21 AUGUST 1988
The Australian Academy of Humanities is doing itself and the
nation a great service in sponsoring, as the centrepiece of
its Bicentennial activities, this conference " Terra
Australis to Australia".
It is a pleasure for me as Prime minister to open the
Canberra week of the conference which is to be devoted to
analysing multicultural Australia.

I have today sent the following message to the Acting
President of Pakistan, Ghulam Ishaq Khan:
" I was shocked to learn of President Zia Ul Haq's tragic
death. On behalf of the Government and people of Australia, may
I extend to you, and to the Government and people of
Pakistan, our deep condolences and sympathy. Please
also convey my sympathy to the President's family and to
your other countrymen who have suffered personal loss.
President Zia's strong stand in respect of Afghanistan

ON THE OCCASION OF THE CONCLUSION OF THE 1988
REVIEW OF THE AUSTRALIA NEW ZEALAND
CLOSER ECONOMIC RELATIONSHIP
In November 1987 at Waitangi in New Zealand we established a
framework for reviewing the Australia New Zealand Closer
Economic Relations-Trade Agreement of 1983. At that time, we
decided to consider accelerating the implementation of free
trade in goods, harmonising relevant business laws and

The minister for Foreign Affairs and Trade, the Hon Bill
Hayden, has resigned from the Ministry and Parliament
tonight.
Until permanent arrangements are made to fill the consequent
ministerial vacancy, the Minister for Trade Negotiations,
the Hon Michael Duffy, will continue to be responsible for
the portfolio of Foreign Affairs and Trade. 1223

Her Majesty's announcement of the resignation of Sir Ninian
Stephen as Governor-General of Australia marks the end of a
distinguished term of service by a most highly respected
Australian in this high office.
on behalf of the Government, I place on record our
appreciation of Sir Ninian.' s service to his country and our
deep respect for the outstanding way in which he has c~ rried
out his duties. He has pursued a demanding task with
vigour and energy, combined with good humour and dignity.

The following announcement has been made from Buckingham
Palace: " Her Majesty The Queen has graciously approved the
appointment of the Honourable William George Hayden, MP,
to be her Governor-General of the Commonwealth of
Australia. Mr Hayden will be sworn in as
Governor-General on 16 February 1989 after Sir Ninian
Stephen vacates the office"'.
I warmly welcome Her Majesty's appointment of Bill Hayden as
Governor-General to succeed Sir Ninian Stephen. Mr Hayden,
