I join the Foreign Affairs Minister, Gareth Evans, in expressing my deep sorrow'and regret at the death yesterday of the Australian High Commissioner to New Zealand, Mr Bill McKinnon, CBE.

Mr McKinnon contributed very significantly to the Australian Public Service through his long and distinguished career.

Ladies and Gentlemen,
In the presence of this distinguished company, which
includes some of the finest cricketers in the world
indeed, some of the greatest of all time it gives me great
pleasure to launch " Dreaming of Lords", the film which tells
the story of the National Aboriginal Cricket team's tour of
England earlier this year.

Hazel and I were so sad to hear of Lloyd's death last night.
That he died peacefully is as comforting to us as it must be
for you. His creative genius lives on in the magnificent
legacy of his lifetime's work. The wonderful luminosity of
light which he captured will enchant us forever.
Please accept our sincere condolences and deepest sympathy.

in the early days of this year of our Bicentenary, on 26
January, I launched the nation's Australia Day celebrations
with these words about the Australian identity:
" We are, and essentially we remain, a nation of
immigrants a nation drawn from 130 nationalities
in Australia there is no hierarchy of descent: there
must be no privilege of origin. The commitment is all.

WORLD HERITAGE LISTING OF TASMANIAN FORESTS
I am pleased to announce that the Commonwealth and Tasmanian
Governments have agreed to nominate jointly for world
Heritage Listing large areas of the Lemonthyme and Southern
Forests, as decided by the Commonwealth on 4 August 1988.
The Walls of Jerusalem National Park and the Central Plateau
Conservation Area will also be jointly nominated for world
Heritage Listing by the two governments.

ON THE JOINT DEFENCE FACILITIES
22 NOVEMBER 1988
I wish-to inform the. House that the Australian and US
Governments have agreed to a number of important changes to
the arrangements under which we cooperate in running our
joint defence facilities at Pine Gap and Nurrungar.
The changes we are making reflect the commitment of both
Governments to maintaining and strengthening our
long-standing partnership in these joint facilities. They
ensure that the facilities continue to operate in ways that

GOVERNMENT'S NEW APPROACH TO CONSERVATION
AND RESOURCE DEVELOPMENT
I am announcing today a series of new principles and
processes to apply in future conservation and development
decisions. A copy of the principles is attached.
Existing decisions, such as those on the Wet Tropics of
North East Queensland and Tasmanian forests, will not be
affected by today's announcements.
The new processes involve:
