We are most disappointed at your decision to reject our
request for discussion and negotiations on the matter
of the Gordon below Franklin Dam, as expressed in your
telex received on March 22, 1983.
We are well aware of the election results at both a
State and Federal level within the State of Tasmania.
We are equally conscious of the result Australia-wide
and that we gave an unequivocal commitment on this issue,

Appointment of Permanent Heads and Heads of Authorities
The Executive Council has today approved the following
appointments:
Mr W. A. McKinnon, CBE, formerly Chairman of the Industries
Assistance Commission, has been appointed Secretary,
Department of Immigration and Ethnic Affairs, replacing
Mr J. L. Menadue whose appointment as Secretary, Department
of the Special Minister of State, has already been announced.
Mr M. H. Codd, formerly Secretary, Department of Employment

Premier Zhao Ziyang of the People's Republic of China
will visit Australia on 17-23 April 1983.
Premier Zhao will be accompanied by Wu Xueqian,
Minister for Foreign Affairs, Jia Shi, Vice Minister responsible
for trade and He Kang, Vice Minister responsible for agriculture.
The visit marks the 10th Anniversary of the establishment
of diplomatic ties, under a previous Labor administration, between
Australia and China.

organisations and individuals wishing to participate in the
National Economic Summit.
In response to these requests the original list of invitees has
been expanded.
A number of broadly based community groups have also bEen invited
to the Summit as observers.
However, it has not been possible to include all those who have

APPOINTMENTS OF PERMANENT HEADS
Cabinet today approved the appointment of Mr P. Brazil
as Secretary, Attorney-General's Department. Mr Brazil
is currently Deputy-Secretary of that Department.
Cabinet also approved the appointment of Mr J. L. Menadue
as Secretary, Department of the Special Minister of State.
Mr Menadue was formerly Secretary, Department of Immigration
and Ethnic Affairs, and will be Acting Secretary of that
Department pending a new appointment.
