After all the extreme assertions and allega~ tions levelled
by Mr Peacock, what emerged yesterday was a statement which:
fails completely to substantiate the grave personal
allegations made against me
is based on misrepresentation and distortion
will be totally unconvincing to the Australian people.
The record is clear. This Government has consistently had, and
continues to have, an absolute commitment to the fight against
organised crime.
Mr Peacock called upon the Government to release the Costigan

FOR MEDIA
The Prime Minister today announced the appointment of
Mr Roger Beale as a Commissioner of the Public Service
Board. This appointment will take effect when Mr R J Young,
currently Commissioner of the Board, retires next year.
Mr Young has indicated his intention. to resign as a
Commissioner and to retire from the Service on 11 January
1985.
The Prime Minister also announced that Mr Beale had been
appointed to act as Secretary to the Department of
Territories and Local Government for the period 4 October

HAWKE: We are here today on the occasion of the inauguration
of the air services between our tvo countriLes.
This is more than just a mere formal expression to you
because since the visit of Premier Zhao in April 1983 and my
visit to your country in February this year, there has been
a quite dramatic strengthening and deepening of relationships
with our countries and this inauguration of direct air services

The Leader of the Opposition obviously wants to back down from
reckless charges he has laid aga-inst me.
But instead of honestly and openly admitting he has no substance
for his claims Mr Peacock has constructedan elaborate smokescreen.
On many occasions in recent days he has had the opportunity
to come clean with the electorate and confess he has made
an error.
Now, after claiming to have evidence to substantiate his
allegations he has tried to obscure the central issue.

APPOINTMENT OF SECRETARY, DEPARTMENT OF THE TREASURY
Mr B. W. Fraser, Deputy Secretary, Department of the Treasury,
was today appointed Secretary of the Department, following
the retirement of the former Secretary, Mr J. O. Stone.
Mr Fraser was formerly Deputy Secretary, Department of Resources
and Energy and has held various positions in the Departments
of the Treasury and Finance.

The Governor-General will leave Australia on September 24 to
undertake State visits to Tonga, Fiji, Kiribati, Nauru,
Vanuatu and Western Samoa. The Governor-General, accompanied
by Lady Stephen, will return on-October 8.
Sir James Ramsay, Governor of Queensland, will administer the
Government of the Commonwealth of Australia during the
Governor-General' s absence.

honour at this, your 16th Annual Dinner.
I particularly appreciate this opportunity to renew my
acquaintance with the top management of an industry which
for so long has played such a vital and dynamic role in the
development of Australia's resources and economy.
