VISIT BY KING AND QUEEN OF TONGA
The King and Queen of Tonga at the invitation of
the Governor-General are to make a State Visit to Australia
in October 1979.
It will be their first official visit to Australia and will
be a significant occasion. King Taufa'ahau Tupou IV
has had a long association with Australia firstly as a
student at Newington College, Sydney and subsequently
when attending the University of Sydney where he graduated
in Arts and Law.

ADDRESS TO THE NATION
In the light of developments, the Prime -Minister has
decided to postpone his planned Address to the Natic
tomorrow night.
It is noted that as a result of the Government's action
in proclaiming legislation regarding the position of
public servants, there is the possibility of the trade
union movement adopting a more reasonable approach to
the dispute involving the A. T. E. A.
The Goverment earnestly hopes good sense will prevail and

The Prime minister sent the following telex to Premiers
this morning:
" My dear Premier/ Chief Minister,
I am writing to you because of my concern about the
gravity of the situation that might exist throughout Australia
if a continuation of the bans by the Australian Telecommunications
Employees Association leads to a breakdown of the Telecom
system. So far, problems have been principally confined to
interstate communications. Further continuation of the bans,

WHALING
The Prime Minister today welcomed the decision of the
International Whaling Commission in London to declare a worldwide
moratorium on whaling by factory ships.
The only species not included in the moratorium is the small
and populous Minke Whale.
Australia will continue to press for the expansion of themoratorium
to cover all species and for its long-term continuation.
Australia has also taken an initiative to have the Commission

1979/ 80 WOOL FLOOR PRICE
The Prime Minister and Member for Wannon, Malcolm Fraser,
has welcomed the increase of 7 percent in the 1979/ 80
wool floor price. " It will certainly give producers added
confidence in the wool market for the next season", he said.
Mr Fraser said the floor price of 318 cents/ kg clean in
terms of the market indicator in the 1979/ 80 season is the
level recommended strongly to the Government by the
Australian Wool Corporation and the Australian Wool Industry

NEWS CONFERENCE IN PRIME MINISTER'S OFFICE
ON TELECOM DISPUTE
Prime Minister
The Government this afternoon has surveyed the general industrial
scene, especially as it affects the Government's own employees,
whether in the Public Service or in instrumentalities such
as Telecom, Australia Post, or the Australian National Railways.
In all those areas there are disputes proceeding which are
inconveniencing the public and doing a very great amount of

The Prime Minister has sent the following telegram to
the Premier of Tasmania, Mr. Lowe:
" I was surprised to receive your telex of 4 July requesting
a meeting to discuss airfares.
" At no stage during the Premiers' Conference did you raise
this matter with me. Nor did you raise any other matters
specifically rela ti-ng to Tasmania. This was despite the
fact that there was ample opportunity to do so, either when
you came to dinner with me at The Lodge on 28 June or at

ADDRESS TO LIVESTOCK AND GRAIN PRODUCERS ASSOCIATION
Let me say at the outset that the Commonwealth is not in the
* business and my Government is not in the business of ending
death duties merely to replace it with a capital gains tax.
We have made that plain on many many occasions. Other political
parties have the introduction of a capital gains tax on their
agenda and high on their list of priorities. It is not on ours.

ETHNIC LIAISON OFFICER SCHEME
The Prime Minister announced today that a report from the
Public Service Board on the overall effectiveness of the
Ethnic Liaison officer Scheme had concluded that the Scheme
was proving useful and the Government had therefore decided
that the Scheme should continue.
The Scheme is a reflection of the Government's concern for the
ethnic communities and its obligation to ensure that migrants
enjoy their full rights and benefits. It was introduced in March
