The Government's Budget faces up to the needs of our country
in a world grappling with new and complex economic. problems.
It demonstrates our determination to keep up the fight
against inflation. If we were to relax or relent in that
fight, Australia would slip back, perhaps for decadcs
to come. Investment would falter and jobs would g( out
the window. Development would seize up, and that w " 7-

ADDRESS TO NSW STATE CONVENTION
Thank you very much f or that welcome. I believe that the
Liberal Party over recent months has been too much on the
defensive and it's time we put that behind us because there
is no need for it.
We only have to look at what has been achieved over the
last three and a half years, the damage that had been done to
Australia much greater and more serious I think than anyone
understood at the time, and see where this country has come.

Heads of Government Mecting held in Lusaka from 1 August
to 7 August.
There can be no legitimate doubt in anyone's mind that this
was a critical conference in the history of the Commonwealth.
The way things turned out should not cause us to forget that.
Before the event responsible and reasonable people were
expressing serious concern as to whether the Commonwealth

Mr. President, Your Excellency, the Lord Mayor, my Ministerial

Ladies and Gentlemen. Thank you very much Mr. President for
asking me to be with you on this day. I welcome the opportunity
of being able to say one or two things about the Budget and
to be able to talk to you about the way in which the Government
sees the Australian economy moving.

BUDGET INITIATIVES IN
MARINE SCIENCE AND TECHNOLOGY
The Prime Minister, Mr Malcolm Fraser, commented tonight on
initiatives which the Government had taken in the field of marine
science and technology in the context of the 1979-80 Budget.
Mr Fraser recalled that in his Parliamentary Statement of 4 June
1979 concerning the Government's decisions on petroleum exploration
in the Great Barrier Reef he had announced that the Australian

RHODESIAN CONSTITUTIONAL CONFERENCE
The Prime Minister, Malcolm Fraser, has welcomed the early
initiative of the British Government in calling a Constitutional
Conference on Rhodesia to begin on 10 September. It is a most
encouraging development in the long history of confl. ict which
has brought suffering and distress to a large part of Africa,
which with peace could have a promising future. Peace and
prosperity can'only flow from co-operation among all groups of

-Statement by the Hon0W. C. Fife, M. P.,
Minister Assisting tvhe Prime Ministert
in Federal Affairs.
Premiers have been advised that $ 221.74 million will be
made available to the States for passing to local
government authorities as general revenue assistance in
1979-80 under arrangements provided by the Commonwealth
in the Local Government ( Personal Income Tax Sharing)
Act 1976. This represents an inc-rease of 23.6% on
last yeaits allocation.

ECONOMIC INTERVENTION
I was very taken by the theme that you provided for us
in you opening remarks yesterday that the int.. rnatir-a1
situation calls for vision, courage and initiaLf-ve. In'
a very real sense that is the challenge which faces us at
this conference.
I have no doubt whatsoever that there is an important.,
constructive role for the Commonwealth to pla-y in re]. itj. om) r
to world economic development issues.
We can do much to create and sustain an international.

ADDRESS AT OPENING SESSION OF CHOGM
This is an historic occasion. It is the first time that a
regular Commonwealth Heads of Government Meeting has been held
in Africa. You, Mr. President, have been firm in your resolve
that, whatever the difficulties, this conference should be
held in Zambia a member country which occup es a front line
position in South African affairs, which has suffered greatly
because of the problems of the region, and which has much
to contribute to the resolution of those problems.
