ADDRESS TO ANNUAL GENERAL MEETING
IRON AND STEEL INSTITUTE, SYDNEY
I would like to say something about some of the world trading
problems as I see them at the moment and about what Australia
seeks to do principally in looking after our own atfairs and
hopefully also i~ n trying to contribute to a more responsible
international economic community.
We all know that the vnrld's economies are interdependent and
that what happens in the United States sooner or later tends

OPENING OF NATIONAL CONFERENCE ON ENERGY CONSERVATION
I am very pleased to be here to open this conference this
morning because it is an important one. Energy is a matter
that concerns Australia, it concerns every country around
the world.
International concern has risen to new heights in recent
times because of oil shortages, because of concern about
the availability of fuel to keep our industries moving, and
also because of the price of energy and the rapid increase
in that price.

The Commissioners of the Conciliation and Arbitration
Commission have approached the Federal Government over changes
to the industrial law. The Minister for Industrial Relations,
Mr. Street, has received two telexes signed by Commissioner Clarkson
on behalf of 25 Commissioners. A spokesman for Mr. Street
confirmed today that the telexes had been received. He said
both were only short notes. The spokesman would not comment on

Predictably, Bob Hawke won ALP pre-selection for Wills
yesterday. The State's electors may have ended the promising
career of woman Senator Jean Mel zer. She has been placed third
on the Senate ticket, which going by previous elections, gives
her only a slight chance of winning. Naturally, there have been
cries of ' sexism'. But according to the Senator, there may have
been another motive.

AUSTRALIAN FEDERATION OF BLIND CITIZENS WHITE CANE'SAFETY DAY
It gives me great pleasure to again join with the Australian
Federation of Blind Citizens in recognising the 15th October
as White Cane Safety Day.
There is a need for all of us to care more about the problems
of the visually handicapped and to do all we can to help them.
This day is in no sense related to any fund raising programme
but rather is designed to heighten the Australian public's

ELECTORATE TALK
The recent change of government in South Australia has set
the stage for that State to join with the rest of Australia
in the surge of investment we are now enjoying. For too long
South Australia was the poor cousin. For too long South Australia
languished behind her fellow States in investment, and thus
in job opportunities.
A century ago South Australia was a major mining State.
Today, that State contributes only about three per cent of
the nation's mineral production. Much of the blame for that

A letter from a Deputy President of the Arbitration Commission,
Mr Justice Staples, which was distributed to his colleagues
in the Commission, has angered the Federal Government which is
seeking legal advice from Senator Durack on Mr Justice Staples
position. The letter was highly critical of the Government's
admendments to the Conciliation and Arbitration Act, likening
some of the provisions to laws in pre-war Germany. Mr Street
commented this morning on the letter:

The rough and tumble of debate in the Parliament is an
accepted part of the democratic way of life. It has been
a feature of Parliamentary life in Australia since Federation.
This country has seen great Parliamentarians, on both sides
of the House, adept at scoring political points but
without stooping to personal smear to make their points.
Peripheral politics unfortunately appears to be a trademark

Appoiutment of Mr Ernest S. Evers,. O. B. E.,
us Associate Member. Commonwealth Graifts Commi. ssion
The Hon. Wal Fife, Minister Assisting the
Prime Minister in Federal Affairs today announced the
appointment of Mr Ernest S. Eyers, as Associate
Member of the Commonwealth Grants Commission from 1 October 1979
to 30 June 1981.
Mr Fife said that Mr Eyers' appointment was to
one of.-the two part-time offices of Associate Member

Defence Force Assistance to New South Wales and
South Australia in combatting Plague Locusts
The Prime Minister, the Rt. Hon. Malcolm Fraser, today
announced that the Commonwealth would be providing Defence
Force assistance to the New South Wales and South Australian
Governments in combatting the current plague locust infestation
in both States.
Mr Fraser said that on the basis of expert advice, three
helicopters and their crews would be made immediately available
