ELECTORATE TALK
At the end of the decade and as we stand at the doorway to the
next, Australians are entitled to feel every confidence about
the prospects ahead. We have emerged from the 70s with conditions
right for sustained growth in the 1980s. The 70s were not without
their difficulties. We went through a few turbulent years.
In the early part of the decade the economy was placed under
stresses which it was unable to bear. But through all the
setbacks the essential strength and conviction of the Australian

AIRFIELD DEVELOPMENT IN DERBY W. A.
The Commonwealth Government is giving consideration to improving
defence capabilities in northern Australia.
The Department of Defence is currently delineating the optimum
location south of Derby, Western Australia for a major RAAF
-airfield.
The Western Australian Government is cooperating in this work.
Investigations are already underway involving drilling operations,
and topographical surveys are to commence soon.

COMMONWEALTH GROUP OF EXPERTS
The Prime Minister announced today that a distinguished academic
economist from the Australian National University,
Professor H. W. Arndt, is to chair a Commonwealth group of
experts to make a comprehensive study of factors restraining
growth within world economies.
The Prime Minister recalled that Commonwealth Heads of Government
at their recent meeting in Lusaka had recognised that a
continuation of slow growth in the global economy would further

PREMIERS' CONFERENCE DISCUSSION
ON AUSTRALIA/ JAPAN RELATION~ S
The Premiers' Conference today discussed Australian relations
with Japan in the context of the great and growing importance
of Japan to Australia and the extensive involvement of Japan
in the economies of the Australian States.
The meeting recalled that the Ad H1oc Working Group on
Australia/ Japan Relations ( the Myer Committee), which reported
to the Commonwealth Government in September 1977, had emphasised

LOAN COUNCIL
Commonwealth and State Governments' meeting today as Loan Council,
approved nine new projects under the special financing programme
designed to accelerate the national development.
It has been the concern of the Commonwealth for some time that
national development should not be impeded because of inadequate
supporting capital facilities whether they be power generating
plants, roads, coal loaders, or ports.
The Loan Council endorsed the provisions of $ 489 million for

MINISTERIAL CHANGES
I have today recommended to His Excellency the Governor-General
changes in the Ministry consequent upon expanding activity in
the energy field and consequent also upon other ministerial
vacancies. His Excellency has indicated that he will swear
Ministers affected by the changes at Government House at 10.00 a. m.
tomorrow. Senator Webster, Minister for Science and the Environment, has
indicated an interest in serving in another capacity outside the

INSTITUTE OF DIRECTORS
Queensland, of course, has always been in the vanguard of
development in Australia, and as we approach the 1938s,
the contribution to be made by Queensland business leaders
in ideas, in innovation and in action, will I hope, have
telling significance for all Australians.
As we approach a new decade, Australians are rightly interested
in the prospects that this period holds for all of us.-I
