REPORT BY A COMMONWEALTE GROUP OF EXPERTS
The Commonwealth Secretariat in London has released a
Report entitled " The World Economic Crisis: A Comnmonwealth
Perspective" written by a Commonwealth Group of Experts.
The Group of Experts was established following my suggestion
for a study on the constraints to growth at the Commonwealth
Heads of Government Meeting in Lusaka in Zambia in 1979.
The Report provides insights into many of the critical problems

FOR PRESS: ROYAL VISIT
The visit to Australia! ss ' Alexandra and
her husband Mr Angus Ogilvy to participate in the centenary
celebrations of the Melbourne Exhibition Buildings and to
open on Wednesday 1 October 1980 the Centenary Exhibition
and the new wing of the Exhibition Buildings, was announced
in London on Wednesday 27 February 1980.
At that time I said that the actual dates for the
visit had yet to be decided and that the itinerary would be
announced as soon as practicable.

We meet at this State Council in challenging but poLcntially
rewarding times. Conditions in many overseas countries are
extraordinarily difficult. The accumulated effects of inadequate
economic policies; the steep and recurring increases in the
price'of crude oil; these have contributed to reduced productivity

The announcement has already been male concer ass ce
of $ 628 million for 1980-81.
Welfare Housing
In 1980-81 a total of $ 285 million will be provided to the
States and the Northern Territory. Of this amount, $ 175.5
million will be by way of advances and $ 109.5 million by way
of grants; $ 22.1 million will be earmarked for* Aboriginal
Housing and $ 32.65 million for Pensioner Housing.

The State Premiers and the Commonwealth, meeting in Loan
Council in Canberra last Thursday and Friday took major
decisions relating to Australia's national development.
I want to tell you tonight about those decisions and what

THE* BURDEKIN DAM PROJECT
The Prime Minister, Mr. Malcolm Fraser, announced today that
the Commonwealth Government had decided in principle to assist
the Queensland Government in the construction of the Burdekin
Dam. The project involves the conservation of waters of the Burdekin
River and their use for irrigation of suitable lands adjacent
to the present Burdekin River Irrigation Area for sugar, rice
and horticultural and field crop production. When complete it
