SPEECH AT THE COMMENCEMENT OF WORK ON THE
AUSTRALIAN DEFENCE FORCE ACADEMY
The proposal for tri-service tertiary education originated
in the 1960s, and in the years that it has taken for the
idea to come to fruition, the world has undergone considerable
changes. It is not just that our strategic perceptions have altered,
but that the strategic environment in which we live has also

MINISTERIAL CHANGES
The Governor-General in Council today approved the appointment
of the Honourable R. J. Ellicott, to the Federal Court
of Australia.
In consequence, Mr. Ellicott has resigned his appointment as
Minister for Home Affairs and Environment and his Excellency
. has sworn the Honourable M. J. R. MacKellar to that portfolio
in addition to his present portfolio as Minister for Health.
Mr. Ellicott has submitted his resignation as a member of
the House of Representatives.

I am quite sure that as member for McPherson Peter White will
be a very gcod member, who will not only be able to represent
this electorate and its particular interests, but also the
S state of Queensland and make a very worthwhile contribution
to the Party Room and to the general government of the
country. I am looking very much when Parliament first
meets onzbout the 24th of this month to welcoming Peter
White in the Liberal Party as your member.

IRON TRIANGLE STUDY
The Prime Minister, Mr. Malcolm Fraser and the Premier of
South Australia, Mr. David Tonkin, today announced the terms
of reference for the Commonwealth/ State Iron Triangle Study,
the establishment of which they had jointly announced on
11 October 1980.
The Prime Minister and the Premier recalled that their
respective Governments had each approved an arrangement to
share equally the anticipated cost of $ 500,000.

1981 will be a year in which North-South issues feature very
prominently both in international affairs generally and in
Australia-' s foreign policy in particular. By North-South issues,
I refer to the search for solutions to those grave human
problems which affect the less developed countries. Decisions
taken during its course or the failure to take them may have
far-reaching consequences for the rest of this century and beyond.

QUEENSLAND FLOODS DALBY
The Prime Minister, Mr. Malcolm Fraser, today expressed his
concern over the serious floods that yesterday inundated
Dalby and surrounding areas on the Darling Downs north-west
of Toowoomba.
Mr. Fraser said that he had telexed the Premier of Queensland
conveying on behalf of the Commonwealth Government sympathy
to the relatives of those who were casualties and to all
those suffering personal hardship and distress as a result
of this catastrophe.

Controlling Bushfires in Victoria
At the request of the Victorian Government, the Commonwealth
Government is to provide a RAAF Hercules Aircraft to Victoria
for the bushfire. season in 1981/ 82.
The Prime Minister, Mr Malcolm Fraser and the Premier of
Victoria, Mr Dick Hamer, today announced-this important
initiative which will permit the Victorian Government to
utilise a technologically advanced fire bombing system in the
