STATE AND NORTHERN TERRITORY OFFSHORE POWERS TO BE PROCLAIMED
The Coastal Waters ( State Powers) Act 1980, the Coastal Waters
( Northern Territory Powers) Act 1980 and the -Seas and Submerged
Lands Amendment Act 1.980 are to be proclaimed to come into
operation on 1 January 1982.
This step follows the introduction by all the States and the
Northern Territory of complementary legislation to implement
the Offshore Constitutional Settlement agreed at the Premiers
Conference in June 1979.

PROPOSED PREMIERS CONFERENCE/ LOAN COUNCIL MEETING
The decision by the Commonwealth to invite the State
Premiers and the Chief Minister of the Northern
Territory to Canberra for a meeting in January arose
from the Commonwealth's understanding of the problems
facing the States funding some off their authoritics.
Some of the recomendations of the Campbell Committee
are relevant to the consideration of the financing
of capital works by these authorities, and the Commonwealth

PREMIERS' CONFERENCE/ LOAN COUNCIL MEETING
I have today sent an invitation to the Premiers and
the Chief Minister of the Northern Territory to attend
a meeting in Canberra towards the end of January to
discuss a number of issues relating to the funding of
power generation and other facilities by State
Governments and their authorities.
I indicated that the meeting would provide an
opportunity to consider the reconendation made by

THE PRIME MINISTER'S OFFICE
Dr Denis White has been appointed Director of the
Prime Minister's office, replacing Prof. David Kemp
whose resignation takes effect at the end of the year.
Dr White, a Senior Lecturer in Politics at Monash
University, joined the Prime Minister's staff at the
beginning of 1981.
Prof. Kemp is returning to Monash University to resume
his position in the Department of Politics.

The Australian Flag is the symbol of our nation's unity. it
does not need me to remind all Australians that respect for
our Flag should be encouraged.
School. s, of course, play a vital role in bringing knowledge of
the Flag and its correct use to our young people. Some time
ago I met a group of school children who told me that the
Australian Flag was flown at their school on only one day of the
school week. I found this difficult to understand. Why don't
our schools fly our National Flag with pride daily?

APPOINTMENT OA'SECRETARY,
DEPARTMENT OF BUSINESI'AND CONSUMER AFFAIRS
The Federal Executive Council has today approved the appointment
of Mr T. P. Hayes as Secretary, Department of Business and
Consumer Affairs.
Mr Hayes is currently Deputy Secretary, Department of
Defence. He has previously served ih the Department of the
Treasury/ Finance and in the former Department of Supply.
Mr Hayes succeeds Mr M. A. Besley as head of the Department
of Business and Consumer Affairs. Mr Besley i's on leave
