this morning and at lunch and again this evening, but since

' important and why it is being held at this time. In the last
day or two we will have all-read reports in the paper that the
Labor Party would fight this election on a progarn of reconciliation.
There are one or two questions I would like to ask about that. If
the LAbor Party wants reconciliation, why is the Labor Party
itself so divisive, why does it threaten the consensus we have

IMPLEMENTATION OF THE OFFSHORE CONSTITUTIONAL SETTLEMEN4T
The Commonwealth, after extensive consultation with the States,
has completed implementation of measures which achieve a
significant adjustment of powers and responsibilities in the
offshore area.
The remaining key elements of the Offshore Constitutional
Settlement reached at the Premiers' Conference in June 1979
have been proclaimed to come into effect on Monday
14 February 1983. From that date, the re-ordering of powers

The Governor-General has today dissolved both Houses of the Parliament in preparation for the General Election to be held on 5 March 1983.

Writs for the House of Representatives elections and for the Senate elections in the Territories are being issued by the Governor-General today. The States have been asked to take complementary action for the election of the State Senators.

The closing date for nomination for both Houses will be 19 February 1983.

DOUBLE DISSOLUTION
The Governor General has agreed to a double dissolution of
the Parliament, and a general election will be held on
March, 1983.
This week we have seen clear evidence of a concerted attempt
by the trade union movement, with the full support of the
Australian Labor Party, to break t: he wages pause and wreck
the hopes of Australia's workers for job security. This
