PREMIERS' CONFERENCE
This Premiers' Conference established the basis for a completely
new approach to federalism.
Economic Situation
Following a comprehensive report by the Commonwealth Treasurer on the
economic situation there w-as a full and frank discussion of the present
difficult economic problems with emphasis on the vital importance of
overcoming inflation, restoring confidence and achieving sound and
sustained recovery in activity and employment.

VISIT. BY. SECRETARY-GENERAL OF THE UNITED. NATIONS
The Government warmly welcomes the visit to Australia next
week of the Secretary-General of the United Nations,
Mr Kurt Waldheim. Mr Waldheim will be in Australia from
8 11 February.
Mr Waldheim's visit is in reponse to a long-standing invitation
from Australia. This invitation was renewed when the
Liberal/ National Country Party Government took office.
Mr Waldheim has shown himself to be a statesman of world standing.

OPENING OF THE THIRTIETH PARLIAMENT
The Prime Minister today announced that the Thirtieth
Parliament would be opened by the Governor-General's
Deputy at 11 a. m. on Tuesday 17 February 1976 and that
His Excellency the Governor-General would deliver
the Opening Speech at 3 p. m. on the same day.

This meeting comes at a very critical time for Australia.
It is a time when those of us who head the governments of
Australia have a serious responsibility to consider the nation's
problems and to give a lead in their solution. We are currently
fating the kind of economic crisis which many of us believed
could not occur in Australia.
It is a crisis whose symptoms are the worst period of prolonged

DEPARTMENTAL SPENDING
As announced yesterday savings of about $ 9 million in the
Childhood Services Programme will be achieved in 1975/ 76
This will be possible as a result of the slowing down of some
already approved capital projects and by curtailing further
development of the programme this financial year through
the approval of only a limited number of urgent Child
Care services in the highest priority needs areas.
Funds are available to meet all other existing commitments

IN THE PAST TWO WEEKS, THE GOVERNMlENT HAS UNDERTAKEN A SEARCHING
REVIEW OF ALL ITS SPENDING PROGRAMMES.
I CAN NOW ANNOUNCE THAT THE GOVERNMENT HAS MADE DECISIONS WHICH
WILL REDUCE GOVERNMENT EXPENDITURE BY ABOUT $ 300 MILLION IN 1975/ 76.
SAVINGS IN LATER YEARS WILL BE CONSIDERABLY GREATER.
TEE GOVERNMENT IS COMPELLED TO MAKE THESE CUTS BECAUSE IT INHERITED
FROM LABOR AN ABYSMAL ECONOMIC SITUATION. INFLATION WAS RAMPANT

REVIEW OF BODIES CONDUCTING. INQUIRIES
The Government has completed a review of over fifty bodies
of various kinds which have been conducting inquiries for the
Commonwealth. As a result of this review it has been decided that 14 bodies
will be terminated immediately.
The remaining bodies have been given specific dates by which
they will be expected to report. Most are expected to complete
their activities by 30 June 1976.

PUTTING JOBS FIRST
The Government's paramount responsibility is to overcome
inflation, so that th~ ere will be jobs for all those who want
to work.
While inflation remains at high levels, individuals do not
have the confidence to spend, and businesses, small or large,
do not have the confidence to invest in the future of their
-industries. A 63.4 percent increase in wages and salaries would increase
unemployment and inflation, and undermine the confidence necessary

it is appropriate, in this group of people concerned with politics and
administration at the state and local level, to discuss what tie Federal
Government has been doing since the election.
Our broad goals have already been stated. They are to get Australia moving
towards prosperity again to control inflation and reduce unemployment.
