SPEECH GIVEN BY PRIME MINISTER
BASIC TREATY SIGNING CEREMONY 17 JUNE 1976
This is an occasion born of goodwill and mutual interests.
On Australia's part this Treaty is a recognition of the high
respect we have for Japan and of the confidence we place in
Japan for the future.
The signing of this Basic Treaty of Friendship and Co-operation
marks the deepening relationship between Australia and Japan.
That relationship has developed over many years. This Treaty
provides a firm basis for its future growth.

EMPLOYER/ EMPLOYEE ORGANISATIONS
The policy statements issued by the Liberal Party and
the National Country Party before the 1975 elections
stressed the importance of communication between Government,
employees and employers.
We said that employers and employees should be encouraged
to cooperate continually with each other on issues such
as the working environment, industrial safety, and technology
changes, and to de-elop a spirit of employee involvement.

PUBLIC SERVICE AND STATUTORY AUTHORITY STAFF CEILINGS
A review has been made of staff ceilings for the
Public Service and statutory authorities for 1976/ 77. In line
with the Government's announced economic policies, the review
took account of decisions taken by the Government to bring about
economies in programs and activities, and our continuing
determination to ensure that departments and authorities operate
as efficiently as possible.

THE AUSTRALIA-JAPAN FOUNDATION
As announced on 30 January, 1976, the Government undertook
to proceed during the Autumn Session of Parliament, with
legislation to establish the Australia-Japan Foundation.
This Bill to create the Foundation passed the House of
Representatives on 16 March 1976, the Senate on 6 April 1976,
and received Assent on 7 April 1976.
The objectives of the Foundation are to deepen and widen

ELECTORAL TALK
Last weeks Premiers' Conference was one of the most
significant ever held.
It was significant. for two major reasons.
First, it broke new ground in the way in which both State and
local government will share Commonwealth tax revenue in future.
State and local government will receive major elements
ofE their financial entitlements automatically in future.

JOINT PRESS STATEMENT GOVERNMENT/ UNION TALKS
Representatives of the Government and the ACTU and other
peak national Trade Union Councils met in Canberra over
the last two days.
The meetings were chaired throughout by the Prime Minister.
The Trade Union representatives were led by the President
of the ACTU, Mr Hawke.
A full list of those attending is attached.
The discussions were wide-ranging, frank and cordial.

ROYAL VISIT 1977 APPOINTMENT OF DIRECTOR
Mr J. H. Scholtens, CVO, Director of the Office of Government
Ceremonial and Hospitality, has been appointed to take charge
of the planning of the visit to Australia next year by the
Queen and the Duke of Edinburgh. Mr Scholtens will be
Commonwealth Director for the visit.
The headquarters of the Royal Visit Organisation will be in
the Department of the Prime Minister and Cabinet, Canberra.

THE QUEENS VISIT TO AUSTRALIA: MARCH 1977
The Queen accompanied by The Duke-of Edinburgh will
arrive in Australia at Canberra on Monday 7 March 1977
by air from New Zealand and will leave from Perth
on Wednesday 30 March.
In the course of their stay and after Canberra, they will
engage in an itinerary which will take them to Queensland,
New South Wales, Tasmania, South Australia, the Northern'
Territory and Western Australia, in that order.

The tax sharing arrangements settled today represent
perhaps the most important advance in financial relations
between Governments. in Australia since Federation.
A completely new approach in financial relations between
