ELECTORAL TALK
The Government's first budget is a budget of reform.
First and foremost it is a people's budget. It is not
just a budget for business, for mining companies or for
large producers. It is a document that recognises that
people come first.
The budget strategy follows a strong and consistent Liberal
approach to national progress it places emphasis on individual
opportunity and concern for those in need.

VISIT TO MELBOURNE BY NUCLEAR POWERED CRUISER
The Prime Minister announced tonight that approval has
been given for the visit to Australia of the United States
Navy's nuclear powered cruiser, U. S. S. Truxton.
It will visit Melbourne from 7 to 13 September 1976.
Appropriate arrangements for the visit are being made
in consultation with the Victorian authorities.

1976-77 BUDGET
The Government's first budget is an imaginative blueprint
for national recovery and reform.
The Budget will promote recovery. The Budget shows,-concern
for the welfare of people in need.
Australians consumers and investors now have the
opportunity to plan ahead in the confident expectation
that inflation can and will be beaten.
It is a clear and unequivocal demonstration of our
willingness and determination to act with economic and
social responsibility.

On behalf of the people and the Government of Australia I
wish to express our deepest sympathies and sorrow for the
tragic loss of life and the injuries that have been caused
by the earthquake in the southern Philippines. I would like
you to know that Australia stands ready to afford whatever
assistance it can within its resources and I should be grateful
if you could advise me through the Australian Embassy in Manila

STAFF CEILINGS
The Government has decided on a further reduction in staff ceilings.
during 1976/ 77, for Government Departments and for authorities staffed
under the Public Service Act, of about two per cent.
The decision follows reductions announced on 14 June in staff ceilings
for Departments and authorities staffed under the Public Service Act
of 1.6 per cent, and reductions in ceilings for other statutory
authorities subject to ceilings of 0.9 per cent.

MOTION OF CONDOLENCE LORD CASEY
Richard Gardiner Casey died on 18 June.
In the history of our country few men have attracted, or earned,
the respect due and paid to Lord Casey. Not only was his public
contribution one of great distinction and lasting value.
He was also a man of integrity and enormous commionsense.
He was the kind of man who imparted stature to the institutions
he served. The Australian people can count themselves immensely

The Prime Minister announced today that he has appointed a
Minister to assist him in matters relating to the Arts.
The Hon. A. A. Staley, Minister for the Capital Territory,
will assist the Prime Minister in matters relating to the Arts
including in respect of the Australia Council, Australian
National. Gallery, Australian Film Commission, the Film and
Television School and the Australian Authors' Fund.

TEXT OF AN ADDRESS MADE BY-THE PRIME MINISTER AT THE TASMANIAN
STATE COUNCIL
I am delighted to be back here in Launceston, in the Bass
electorate, to address this Tasmanian State Council.
On 28 June last year Launceston and Bass gave the lead to
Australia. In the Bass By-election the voters gave Kevin Newman a
resounding victory. They returned a most able and effective
advocate for Commonwealth and Tasmanian affairs. He has a

WAGE CASE DECISION
The Commnission's decision should add impetus to economic
recovery which is already underway.
It will particularly assist manufacturers and businessmen as
it will allow them to plan ahead and plan for expansion with
greater certainty. It will help stabilise the economic climate.
It will allow businesses to free the money for investment that
would have been used up-in wages if the full 2.5 percent
CPI increase had been-granted~ across the board.
