Australians who believe in the right of elected Governments
to make decisions that affect the welfare of each citizen
will applaude the Victorian Government's decision to proceed
with the Newport Power Station.
It is a question of who controls the vital power supplies
for Melbourne and the rest of Victoria.

Statement by the Prime Minister,
The Rt. lion. Malcolm Fraser, M. P.
I wish to announce measures being taken to effect
a major re-shaping of elements of the central Commonwealth
departmental machinery.
The changes are essentially designed to provide for
more effective management of the business of Government, and
to strengthen the Government's decision making processes.
Particular emphasis is being laid on improving capacity to
service the Government's requirements for forward planning,

Mr Neilson, by the Prime Minister along with the attached terms
of reference regarding the structure of industry and employment
in Tasmania.

I am attaching the terms of reference which I propose for the
inquiry the Commonwealth proposes to hold into the structure
of industry and the employment situation in Tasmania.

I understand that this is the first of these conferences of
Austral asian-Public Service Commissioners to be hosted by
the Australian Public Service Board for some time.
I am informed that the conferences have been held on a
regular basis since the first in Canberra in 1937.
This is I2:-ressive record of co-operation.
I am please-' to see delegates here from other countries in
the region. Conferences of this kind are very useful exercises

MR NEILSON'S VISIT ON 9 NOVEMBER
The Prime Minister met with Mr Neilson, Premier of Tasmania
on 9 November 1976 for about 45 minutes.
There was brief discussion at the opening of the meeting about
whether these discussions were taking place in the context of
Tasmanian elections and the Premier said that depended on the
course of the discussions.
Shortly before, after Question Time, the Prime Minister had
in fact met employees from Mount Lyell. He referred to the
increased Tasmanian State charges that had fallen on the Mt

this banquet, which is the pre-eminent annual banquet
of the City of Melbourne. It is the occasion on which the
Lord Mayor of Melbourne can speak to the City of Melbourne
and to the State of Victoria.
It is an occasion attended by the Governor, the Chief Justice,
and this year by the representative of the Premier.

Two reports of immense significance the Fraser Island Report
and the Fox Report on uranium development have turned the
spotlight on the Government's attitude towards the Australian
environment. This spotlight is welcome.
It is a very healthy and encouraging sign when the strong views
of special interest groups and the public at large can be
debated in an open and responsible manner. I hope this
trend continues.
