HEADS OF GOVERNMENT AGREEMENT
PRICES AND INCOMES PAUSE
The Prime Minister today sent the following message to all
Premiers: On 13 April, the Heads of Government in Australia:
* agreed to call for a three month halt in price
and wage increases
* agreed that such restraint was urgently needed if
Australia is to overcome its current economic problems
* committed themselves to work for this voluntary pause.
We believed our agreement, with the backing of all seven

ELECTORATE TALK -THE VICTORIAN STRIKE
Community life throughout the state of Victoria has been
disrupted by the actions of 230 men. Motorists are going
without petrol because a small section of the Transport Workers
Union is confronting oil companies in Victoria and the
Conciliation and Arbitration Commission, both rejecting
indexation and seeking to impose on employers the cost of
health care for which they have already been compensated.

Miss Janet Kehoe has been appointed to the staff of the
Prime Minister as Media Secretary.
She will have responsibility for liaison with radio and
television, and will also act on behalf of other members
of the Ministry, particularly in the area of radio and
television engagements.
Miss Keohe, from Lismore NSW, has worked in films,
television and radio in Australia.

TELEGRAM TO MR. HAMER
The Prime Minister sent the following message to the
Victorian State Premier, Mr. Hamer, this afternoon.
My dear Premier,
I am concerned that every effort should be made to find
a quick solution to the present petrol crisis which is
so severely disrupting industry and the community
generally in your State, and is having a direct impact
on interstate trade and commerce. It is an intolerable
situation that 230 men should be able to hold the State

ADDRESS TO THE AUSTRALIAN PROVINCIAL PRESS ASSOCIATION, ADELAIDE
I am happy to be here tonight, talking to newspaper proprietors
on a public occasion. I make the point about a public occasion
because I am sometimes accused of spending too much time'
talking to newspaper proprietors in private. Some people appear
to believe I have a great deal of influence over what
newspapers print. They have good grounds for this belief.

FOR PRESS GOVERNOR GENERAL'S VISIT
The Prime Minister announced today that, with the approval
of the Queen, the Governor General and Lady Kerr will leave
Australia next week on an overseas visit.
Their Excellencies will participate in the celebrations
being held in London to mark the Silver Jubilee of the
reign of Her Majesty, The Queen.
The Prime Minister said that he had also agreed that the
Governor General could extend his visit overseas to take
a period of leave

STATEMENT BY THE PRIME MINISTER 20 April 1977
Mr. Speaker, I seek leave of the House to make a statement regarding
the Heads of Government Agreement for a three month price and wage
halt
At the Premiers Conference on 13 April, the seven Heads of
Government agreed that they should unite to hasten the success
of the fight against inflation and unemployment.
The agreement to which all seven Heads of Government appended
their signatures was directed to breaking the price-wage cycle.

MINISTERIAL STATEMENT
AUSTRALIAN SCIENCE AND TECHNOLOGY COUNCIL
I seek leave to make a statement concerning the
Government's arrangements for receiving independent advice
on science and technology.
Science and technology have played an important part
in Australia's development, and if properly encouraged, they may
be expected to be even more important for Australia's future.
They are basic to our capacity to meet the challenges presented
by issues such as energy and resource availability, industrial

INCOME AND PRICE RESTRAINT
The Federal Government has adhered scrupulously to the spirit
and the letter of the agreement reached last week with the State
Premiers on income and price restraint.
All actions taken by the Government are consistent wit~ h the joint
