SILVER JUBILEE CELEBRATIONS IN LONDON
Invitations have been issued by the British Government for the
Queen's Silver Jubilee Thanksgiving service at St. Paul's Cathedral,
London, on 7 June.
Those invited ( with their wives) are:
The Governor-General ( Sir John Kerr) and former
Governors-General ( Sir Paul Hasluck and Sir
William McKell)
The Prime Minister ( Mr Fraser) and former
Prime Ministers ( Mr Whitlam, Mr McMahon, Mr Gorton,
Sir John McEwen and Sir Robert Menzies).

JOINT STATEMENT ON GOVERNNENT-ACTU-ACSPA DISCUSSIONS
A useful exchange of views occurred on the 1977/ 78 Budget.
There was discussion on the changed emphasis of the NEAT
Programme with its stress on inpiant training and the
contribution which the new Craft Scheme had made. While
the unions acknowledge the improvements which had occurred,
nevertheless they expressed some reservations about particular
aspects of the operation of the * schemes and they will be
submitting a paper on these matters.

ADDRESS AT CEREMONY TO HAND OVER CHEQUE TO THE UNESCO APPEAL
TO SAFEGUARD THE ACROPOLIS
It gives me great pleasure to be here today to present Australia's
contribution to the UNESCO Appeal for safeguarding the Acropolis.
The Acropolis and its monuments most notably the Parthenon
is one of the most magnificent achievements of modern civilisation.
It symbolises the Greek contribution to the whole of western
cdivilisation, and is still looked to as the foundation and

REFERENDUM CAMPAIGN OPENING
On May 21 we will all have an opportunity for a say in our
own future.
Four questions will be put to all of us, affecting the
Constitution. As you know, it is the Constitution that sets
the guidelines for the way Governments operate in Australia.
The questions that are being put to us all are, in our view,
fair, sensible and just. They will make the Constitution
work better.

The Council of the Australian National Gallery has accepted
the generous offer of 24 sketch books of the late Sir William
Dobell from the Trustees of the Sir William Dobell Art
Foundation. The sketch books contain studies for many of the artist's
best known works including " The Billy Boy", " Mrs. South
Kensington", " Margaret Olley", and many others, as well as
a number of landscapes. The Trustees have also assigned

Madam Chairman.
The political rights of residents of the Australian Capital
Territory have reached a cross road. A referendum will soon
decide whether ACT residents will have the right to vote in
future referendums. High Court challenges lave been zma:-de
against the ACT's representation in the Commo'nwealth aianz
and we are moving towards a substantially greater dc,-* ree of ogovernment
for the ACT.

ELECTORATE TALK
Good evening, ladies and gentlemen: You will have~ read and
heard lately, expressions of concern) about the worldts
resources of energy producing minerals. The rise in oil
prices around the world has dislocated economies evrerywhere.
Australia has enormous resources of coal and over several
years of exploratio-n and endeavour, we had reached 70% selfsufficiency
in oil needs. Because of the neglect of the
former Administration, this proportion has begun to decline.

. WORKING COMMITTEE ON JAPAN
An ad hoc Working Committee has been established to enquire
into, and submit recommendations on, measures which might be
taken to en' nce the relationship between Australia and Japan.
A particular aspect of the Committee's responsibilities would
be to examine the adequacy of Governmental machinery within
Australia for managing relations with Japan.
Careful consideration has been given to the composition of the
Committee ' because of the great importance which the Governnment

It is a great pleasure for me to be invited officially to
open the plastics moulding division factory of Sebel Limited.
I understand that pre-tax profits of Sebel Limited rose
by six percent last year, and that there is to be a bonus
share issue, I congratulate you on that performance.

" I have not seen any reply yet to my telex yesterday
about the emergency in Victoria. I understand fully
that in this matter Victoria has complete powers and
that you may well have arrangements in hand that you
would not want to foreshadow to those who appear bent
