On the occasion of the exchange of instruments of ratification
of the Basic Treaty of Friendship and Cooperation between
Australia and Japan, I have great pleasure in renewing to you
the best wishes of the Government and people of Australia.

about the content of Mr. Justice Fox's cables to him.
His comment is:
" I have informed Mr. Justice Fox, through one of
the Commissioners, that I am deeply disturbed by
the media speculation about his reports to me.

The high level of unemployment in Australia is of continuing
concern to the Government, as it is to the community as a whole.
Unemployment is a dispiriting experience that not only undermines
self-respect but creates social problems. Its effects are not
just confined to the person unemployed, but they are felt throughout

MINISTER FOR SPECIAL TRADE NEGOTIATIONS
Mr. John Howard has been appointed Minister for Special Trade
Negotiations with the European Economic Community. He will take
up his position in the near future and conduct his first round
of negotiations in Europe in October and November.
Mr. Howard remains Minister Assisting the Prime Minister. He
will work in close collaboration with the Ministers for Overseas
Trade and for Foreign Affairs.

APPOINTMENT OF GORMNOR-GENERAL
I have the greatest pleasure in welcoming Her Majesty's
appointment of Sir Zelman Cowen, C. M. G. Q. C as Governor-
General to succeed Sir John Kerr. Sir elman s appointment
will be widely welcomed in Australia and on behalf of the
Government ana people of Australia I extend congratulations
to him and to Lady Cowen.
Sir Zelman will be sworn as Governor-General in December.
Sir Zelman is well known as Vice-Chancellor of the University
of Queensland and he is also the current Chairman of the

The following announcement has been made from Buckingham Palace
" It is announced from Buckingham Palace
that The Queen has accepted the resignation
of The Right Honourable Sir John Kerr,
G. C. V. O. K. St. J. Q. C. as
Governor-General of Australia, with effect
from December, 1977.

ADDRESS TO THE NATIONAL PRESS CLUB
It is very good to be able to address the National Press Club
again. A July appearance at the Canberra coliseum has become an
established a very productive part of my schedule.
When I addressed this Club in July 1975, 1 outlined a basic
philosophy for putting Australia back on the road to recovery,
and for restoring individual liberties and incentives eroded
by the public sector's increase in power and size. The Government

Cabinet has agreed that a second position of Secretary to
Cabinet be created and that it be held by Mr G. J. Yeend, C. B. E,
Deputy Secretary, Department of the Prime Minister and Cabinet.
The present Secretary to Cabinet is Mr A. T. Carmody, C. B. E.,
Secretary, Department of the Prime Minister and Cabinet.
