HEAD OF STATE
Your Highness, on behalf of the Australian people I offer our
warmest welcome. We are delighted you are in Australia on the first
visit by a Western Samoan Head of State. I also welcome
your Minister for Finance, The Hon. Vaovasamanaia Filipo and
officials. In recent years there has been a notable strengthening of relations

I am saddened to hear of Alan Carmody's death last night.
He worked all his life in the service of Australia, with
energy, vigour, and complete dedication.

ALFALFA APHID CONTROL
The Government has decided to make $ 450,000 available to the
South Australian Government over the next three years for its
blue and spotted lucerne aphid control and research program.
This includes $ 185,000 in aid this financial year.
The assistance was recommended by the Australian Agricultural
Council at its last meeting when it discussed the serious
nature of the threat posed by the aphids to our lucerne and
medic pastures.
The Commonwealth is also contributing to the overall program

VISIT TO AUSTRALIA BY CHIP AND CARON CARTER
President Carter will send his son and daughter-in-law,
Mr. Chip Carter and Mrs. Caron Carter, as his personal
representatives to the celebration of Australia-America week
in Australia from 6 May to 15 May.
They were invited by the Government and the Australian-American
Association. The celebration of Australia-America Week commemorates the

ELECTORATE TALK
The Government has shown a concern and a commitment to help
those Australians who cannot find jobs. Latest official figures
show that although unemployment is now starting to fall, it is
still unacceptably high. The needs of the unemployed are
of singular concern to us. While we have been setting the conditions
for a return to full economic health, we have responded to this
need in a sensitive way.

THE MEAT INDUSTRY, DISPUTE
Industrial action by two branches of the Australian Meat
Industry Employees Union in Western Australia and South Austral~ ia
is threatening a major market for Australia's primary producers.
A $ 300 million a year trade has been established. This trade
adds significantly to Australia's export income. it is
important, not only for the producers of the sheep, but for all
Australians. It adds to our income as a nation. It adds to our

INTERNATIONAL MOTOR RALLY, SYDNEY, 8 APRIL 1978
We had a meeting yesterday. Mr Viner has reported
publicly, and officials are working on a number of options
available to the Commonwealth. We have had for several days
a group of officials and Ministers working to analyse
what courses of action the Queensland Government might take
and what we ought to do if they did take action.

COMMITTEE ON AUSTRALIA'S RELATIONS
WITH THE THIRD WORLD
The Government has established a high-level Committee to
examine the wide ranges of issues involved in Australia's
relations with the developing countries of the Third World
and to identify policy options for Australia's approach to
this group of states in the future.
The Prixae Minister said the decision reflected the Government's

VISIT OF PRESIDENT SCHEEL
The President of the Federal Republic of Germany, Mr Walter
Scheel, will make a State visit to Australia in the second
half of this year, probably in October.
He will be accompanied by his wife, Dr Mildred Scheel.
The Prime Minister said today that President Scheel's visit
to Australia would be the first by a Head of State of the
Federal Republic of Germany. The Australian Government warmly
welcomed the visit, which would mark a further stage in the

WESTERN AUSTRALIAN STORM DAMAGE
The Prime Minister has contacted the Premier, Sir Charles Court,
to offer all possible Commonwealth assistance to the people
of Western Australia following severe and widespread storm
damage.
Mr Fraser said: " I am most concerned about the situation. The
joint financial arrangements to support disaster relief will,
of course, apply automatically for a wide range of agreed
measures. " I have asked the Premier to keep me informed."
