SECRETARY, DEPARTMENT OF THE PRIME MINISTER AND CABINET
The Prime Minister announced today that Mr Geoffrey Yeend, CBE,
Under-Secretary of the Department of the Prime Minister and
Cabinet and Secretary to Cabinet, has been aj-pointed Secretary
of the Department of the Prime Minister and Cabinet, to succeed
the late Sir Alan Carmody, CBE.
Mr Yeend, who is fifty years of age, has been with the
Department of the Prime Minister and Cabinet since 1950.

Transfer of Antarctic Division to Kingston,
Tasmania
The Prime Minister today announced that as part of the
Government's implementation of the Callaghan Report ( Structure
of Industry and Employment Situation in Tasmania) he has
written to the Premier of Tasmania, the Honourable D. A. Lowe,
suggesting that discussions, aimed at assisting the
Tasmanian tourist industry, be held in relation to the
construction of the new headquarters for the Antarctic Division

DEATH OF ARCHBISHOP CAHILL
Archbishop Cahill spent his life in the service of his Church,
and its people.
A priest for forty-three years, he worked tirelessly for his
parishioners, particularly in the field of Social Welfare.
Education and opportunity for the young, and care for the aged
and infirm were his special concern.
I join with the many thousands of Australians who mourn his
passing.

ADDRESS TO THE NATION
On Tuesday I will be leaving for Japan to hold discussions
with the Japanese Prime Minister, Mr. Fukuda. These
discussions will be of significance for Australia and tonight
I wanted to tell you something about them.
The discussions won't be about the bilateral matters between
Japan and Australia. Mr. Anthony discussed these last month
in great detail and indeed, a team of Japanese ministers will
be here in a little while for further discussions with the

AUSTRALIA-EEC TRADE
I welcome the assurance given in Brussels to the Australian
Ambassador that there is now no question of cancelling the
bi-lateral talks and that these will be held early in June.
It is my wish and the wish of all Australians, that the
negotiations with the EEC that the Minister for Special Trade
Representations, Mr. Garland, will have will be productive. We
seek to achieve equitable trading opportunities with the major
trading bloc in the world.

AMERICAN NATIONAL CLUB DINNER ADDRESS
Those of you here tonight who are avid readers of the financial
pages of the press will be aware that there is at the moment
quite a flurry of international activity.
On Tuesday, President Carter unveiled his plans to attack
inflation and promote growth in exports. On the same day,
Mr. Healey, the British Chancellor of the Exchequer, brought
down a budget described as Britain's contribution to boosting
world economic recovery. President Carter is soon to have

PRIME MINISTER: I won't be discussing bilateral Australia-
Japan matters, because these have been covered by Mr Anthony,
and indeed the normal Ministerial talks between Japan and
Australia will be resuming in late June when a team of
Japanese Ministers will be coming here. The Japanese
Prime Minister and myself will be discussing the wider
world economic issues and trade issues, because there are

AUSTRALIAN SCIENCE AND TECHNOLOGY COUNCIL
BILL 1978
SECOND READING SPEECH
In a statement on 19 April last year, I informed the House of
the Government's decision to establish the Australian Science
and Technology Council ( or " ASTEC") as a permanent statutory
body. The purpose of this Bill is to put that decision into effect,
thereby ensuring that the Government-will have available to
it, on a continuing basis, independent advice of the highest
calibre on matters of science and technology.

NOLAN GALLIPOLI EXHIBITION
There are few tasks I enjoy more as Prime Minister than
accepting on behalf of the Australian people valuable works
of art which will be cherished and loved by generations
to come, especially when our acquisition does not enlarge the
deficit by a single cent.
Sidney Nolan is of course one of the greatest artists this
country has produced and in donating this famous series of
paintings and drawings to the trustees of the Australian War
Memorial, he has demonstrated wonderful gene rosity to
