QUESTION: You've come to Ballarat within four weeks of the
Budget bing brought down. How do you begin to draft a
Budget with a $ 3,000 million deficit to cover from last
year? PRIMrE MINISTER: Well, you have to look at all your expenditures,
all the programs of Government. You've got to look at
obligations, payments to the States, you make sure that you
are responsible as you can be in whatever expenditures you
have to undertake and you've got to make decisions overall

In June 1976, in a statement on the world situation, I informed
the Parliament of the Australian Government's serious concern
about some aspects of the Soviet Union's activities.
I noted that:
" The Soviet leaders now have a strategic and political
reach, a capacity to influence and even intervene well
beyond the periphery of the established zones of Soviet
security interest.
" The time has come to expect a sign from the U. S. S. R.

ADDRESS TO THE WESTERN AUSTRALIAN.
STATE COUNCIL OF THE LIBERAL PARTY
It is good to be in the West again, after the enormous win our
Party had in the last election. In 1977 Western Australia once
again showed clearly the direction in which it wanted our country
to move, and they gave the Liberals an. unprecedented victory.

MINISTERIAL ARRANGEMENTS
The Minister for Transport, Mr P. J. Nixon, is acting
as both Minister for Trade and Resources and Minister for
Special Trade Representations while the Minister for
Trade and Resources, Mr J. D. Anthony, and the
Minister for Special Trade Representations, Mr R. V. Garland, M. P.,
are absent from Australia.
Mr Garland will act as Minister for Trade and Resources
from the time of his return on 23 July until 9 August, when
Mr Anthony arrives back in Australia.

The Goverz7_. e; C has begun the formal process of taking decisions
that will 1-ad to the framing of the Federal Budget.
This year, the Budget takes on a particular significance.
It is one of the most crucial years Australia has faced. It
comes when our own economic recovery is gathering pace and when
other nations are again starting to see Australia as a secure
and stable co-ntry.
Australia must again become a favoured nation for investment.

1USTRALIAN BICENTENNIAL 1988
The year l988 ; l21 mark the 200th anniversary of the First
European Sett-ament in Australia. The Commonwealth Government
has decided to develop, in close collaboration with the States,
plans for a z-ajor program of celebrations to mark the occasion.
The Governmpez= believes that the celebrations should have
meaning f or all Australians. As a first step towards this
goal, State Gocvernments have agreed to send officials to
discuss the celebrations.

GIPPSLAND FLOODS
The Prime Minizs= er today announced Commonwealth support for
additional relief measures in respect of the recent flooding
in the Gippsland area of Victoria.
Hr Fraser has advised the Acting Premier of Victoria that the
Commonwealth -as agreed to increasing the loan limit to $ 50,000
where, in add-zion to the usual losses, the affected primary
zroducer also suffered a heavy loss of those structural
inmprovements assistance necessary for the proper conduct

A Memorial Service for the late Sir Robert Menzies will be
held in Westminster Abbey, London, at 12.00 noon on Monday,
17 July, 1978.
A Memorial Service arranged by the Speaker of the Cinque
Ports will take place at Rye at 2.45 p. m. on Wednesday,
19 July.
Dame Pattie Menzies will attend both Services of Thanksgiving.
