LEVIES ON CATTLE PRODUCERS
The Prime Minister today replied to a request from the Premier
of New South Wales, Mr Wran, not to increase levy contributions
paid by cattle producers towards the cost of animal disease
eradication programmes.
The Government has clearly stated that it would not increase
charges at this stage, and would ensure that producers had
the opportunity to recover from the recent recession in the
industry before the matter was looked at again.

ABORIGINAL EMPLOYMENT AND TRAINING
The Prime Minister has written to State Premiers and to the
Chief Minister of the Northern Territory concerning employment and
training of Aboriginals.
He has informed Premiers that, under the National Em-ployme nt
Strategy for Aboriginals, Commonwealth Departments have been
asked to renew efforts towards employing Aboriginals and
identifying positions where an Aboriginal background could be a
significant factor in the efficient performance of the jobs

This is the first opportunity I have had to visit Nambour
as Prime Minister and I must say I am delighted to be here in the
heart of the Sunshine Coast. This area is, of course, one of
the major growing tourist centres in Australia with now over
one million visitors a year, and having enjoyed just last week
a few days of Queensland sunshine, I can well understand why
tourists are flocking here in such ers.

DEATH OF POPE JOHN PAUL
Mr. Speaker, as all Honourable Members will know the death
occurred on 29 September, 1978 of his Holiness Pope John Pal.
I move" that the House notes the death on 29 September, 1978
of his Holiness Pooe John Paul, and expresses its profound
regret at his passing."
It was with deep shock that we heard eleven days ago of the
death of Pope John Paul. Elected to the Papacy on 26 August,
his reign was tragically brief no Pontiff in modern times

Peter Harvey: What is your reaction to Mr. Wran' s victory
in N. S. W. A great deal of play is being made on the fact
that this now opens the way to Mr. Wran to come into Canberra;
that this is in fact an election that was fought on Federal
issues.
Prime Minister: Well, I don't think it was fought on Federal
issues. If Mr. Wran was going to try and come to Canberra
as a result of this, and I know he has kept his options-open,

PAPUA NEW GUINEA NATIONAL LIBRARY OPENING
The-Prime Minister will visit Port Moresby on 29-30 October to
present Australia's Independence Gift to Papua New Guinea
the National Library of Papua New Guinea. The Library will be
officially received and opened by the Prime Minister of Papua
New Guinea, Mr Michael Somare.
The Government of Papua New Guinea selected a National Library
in 1975 as its Independence Gift from the Government and people

NEW SOUTH WALES ELECTION
I congratulate Mr Wran on his very significant, personal victory.
It was a personal success for the Premier who distanced himself
during the campaign from the ALP, and from traditional ALP
policies in an elect ion fought largely on State issues.
Obviously, I am disappointed with the Liberal result
in New South Wales. Mr Coleman fought a courageous camipaign.
He was handicapped by the briefness of his own term as
Leader of the Opposition, and I much regret that for

The Government's campaign against abuse of the tax laws is
continuing with the announcement by the Treasurer, John Howard,
in the last few days of further measures.
The new legislation is highly technical, as would be expected
from the very nature of tax avoidance finding loop-holbs
in legislation in order to avoid the spirit and intention of the
law. In the last year there have been about 15 Government measures

ELECTORATE TALK
Australians understand that unemployment a problem which
concerns governments throughout the world is complex and
not given to simple or instant solutions.
The Government has made it plain that we regard unemployment
as one of the greatest social problems in Australia.
Unemployment can and does cause disillusionment, frustration,
family anxieties and hardship. It's a cruel waste of
community resources a waste Australia cannot afford.

Pope John Paul held out such promise of continuing the work of his two predecessors in striving for ; a peaceful. and more caring world and for the betterment of mankind.

The world has lost a great and humble messenger for peace.

Mankind will mourn his untimely death.
