INDUSTRIES ASSISTANCE COMMISSION REPORT ON PASSENGER MOTOR
VEHICLES
The Prime Minister, Mr. Whitlam, today announced
the release of the printed report of the Industries Assistance
Commission on Passenger Motor Vehicles.
Copies of the reocrt are now available from the
Australian Government Publishing Service.
Mr. Whitlam also released copies of the Commission's
answers to questions raised by the Standing Interdepartmental

NATIONAL BROADCAST
You will be aware that throughout last week the Cabinet met
in Canberra to discuss the basic framework of this year's Budget.
There is one unusual circumstance about the Budget this year.
It is being introduced five weeks later than usual mid-September
instead of mid-August. There's only one reason for the delay
the unexpected onset of the May elections and the interruption
of the normal business of Government and Parliament which resulted.

Just three months ago the people of Australia returned a
Labor Government for a further three years. We achieved success
very largely because the people of New South Wales refused to be
moved by the fear tactics of our opponents and the smear tactics
of Sir Robert Askin. They gave us a resounding vote in the

PRIME MINISTER APPROVES GRANTS OF $ 410,397 FOR TIE ARTS
The Prime Minister, Mr Whitlam, today approved grants for
the arts totalling $ 410,397.
The grants were recommended by the Australian Council for
the Arts and four of its Boards.
Aboriginal Arts, Crafts, Theatre and Visual Arts are
represented in the total. The International and
Entrepreneur-ial Programme and the Community Arts Fund
of the Council also recommended grants.
They cover artists and their activities in all States.

PRESS STATEMENT NO. 309
APPOINTMENTS APPROVED BY THE EXECUTIVE COUNCIL
The Prime Minister announced today the appointment
of Sir John Bunting, at present the Secretary to the Department
of the Prime Minister and Cabinet, as High Commissioner for
Australia in the United Kingdom as from 1 February 1975. The
two-year term of the present High Commissioner, the Hon.
J. I. Armstrong, which expires on 14 December 1974, has been
extended to 31 January 1975.

GRANTS TO SOUTH WESTERN SYDNEY COUNCILS
Four Councils in the south western region of Sydney
will receive special grants totalling $ 837,000 under a historic
Australian Government scheme.
They will benefit from the Government's decision to
approve the first grants ever to be made to reduce inequalities
between local government areas throughout Australia. For the
first time since its creation in 1933, the Grants Commission
has recommended grants for local government areas.

GRANTS TO LOCAL GOVERNMENT
The Australian Government has approved the first grants
ever to be made toleduce inequalities between local government
areas throughout Australia. For the first time since its
creation in 1933, the Grants Commission has reconmended grants
for local government areas.
The Government, which last year empowered the Commission
to recommend aid for local government areas in addition to
claimant States, has a} proved the body's proposals.

ROYAL COMMISSION INTO THE INTELLIG~ ENCE AND SECUR~ ITY SERVICES
OF THE AUSTRALIAN GOVERNMENT
The Prime Minister, Mr. Whitlam, announced today
that His Excellency the Governor-General had, on the advice
of the Executive Council, appointed Mr. Justice Hope of the
Supreme Court of New South Wales as a Royal Commissioner to
inquire into Australia's intelligence and security services.

ROYAL COMMISSION INTO HUMAN RELATIONSHIPS
The Prime Minister, Mr. Whitlam, today announced
the appointment of the Royal Commission into Human Relationships.
The establishment of this Commission follows a
resolution of the House of Representatives in September 1973
that an inquiry of this nature should be undertaken.
The Chairman of the Commission is the Hon. Elizabeth
Evatt, a Deputy President of the Australian Conciliation and
