TO THE FEDERAL CONFERENCE OF THE AUSTRALIAN LABOR PARTY,
TERRIGAL, 5-FEBRUARY 1975
It is only 18 months since we last met in Conference
at Surfers' Paradise. We set this time for the Conference in
the belilef that given the normal operation of our system,
given the normal rules of the game, we would-here be
preparing the program for our first election after the
victory of 1972. The fact that it hasn't worked out that way
is just one example of the extraordinary task imposed upon

NEW MINISTERIAL COMMITTEE
The Government has decided to establish a special
committee of ministers which will be concerned primarily
with the Australian Government's relations with the States.
The ministerial committee will comprise the
Prime Minister, the Treasurer, the Minister for Social
Security and the Minister for Urban and Regional Development.
The committee will be supported by a group of officials
drawn from their Departments, working as a task force.

I'm taking the earliest opportunity to report to
you on the mission abroad which I have just
completed in company with some principal
members of the Australian administration. This
was very much a representative mission because
of the complexity and diversity of the task

Australia in Bonn on 17 January 1975
Three years ago I was a guest of your country
and I am therefore delighted to be able today to
reciprocate your hospitality in our little capital.
On that occasion in Australia I had talks with
you as the Leader of your Party. You were still in
opposition. We have had a number of talks in
the last decade, some in Bonn. Today it is gratifying
to renew and deepen our personal contacts,

AUSTRALIA/ USSR SCIENTIFIC AND TECHNICAL CO-OPERATION
The Prime Minister, Mr. E. G. Whitlam, and
Soviet Prime Minister, Mr. A. N. Kosygin, yesterday signed in
Moscow an agreement between the Australian and USSR Governments
for scientific and technical co-operation.
In the first instance five fields are to be given
priority for co-operation. They are: earth sciences, plant
industry, radioastronomy, entomology and textile technology.

STATE RAILWAYS
The Australian Government will start negotiations on the
transfer of responsibility for the operation of the South
Australian and Tasmanian railway systems from the States to the
Federal Government. The Federal Cabinet meeting in Sydney decided this today.
After the meeting, the Acting Prime Minister, Dr. J. F.
Cairns, said that Cabinet had decided to inform the two State
Governments that the Australian Government was ready to start
