AT PARLIAMENT HOUSE, CANBERRA
TUESDAY, 9 JANUARY 1973
PRIME MINISTER: Ladies and gentlemen: As you know we had a
Cabinet meeting this morning and this afternoon, and there are quite
a number of announcements which I will make arising from that meeting.
Many of my colleagues will be making further statements on some of the
subjects which fall within their province.
First of all, the Governor-General has signed the Proclamation
calling Parliament together on Tuesday 27 February. A special Gazette

GATT ANTI-DUMPING CODE
The Prime Minister, Mr Whitlam, released today a report
by Sir John Crawford and by Mr G. A. Rattigan ( Chairman of the
Industries Assistance Commission) on arrangements for imposing
dumping duties in accordance with the anti-dumping code laid
down by the General Agreement on Tariffs and Trade.
The report recommended that legislation to implement
Australia's accession to the anti-dumping code should ' provide

International Monetary Fund has been consulted and has concurred with
this decision. The gold parity of the Australian dollar, expressed in terms

CRAFTS INQUIRY
The Prime Minister, Mr. Whitlam, has decided to expand
the membership of the Committee of Inquiry into the Crafts to include
practising craftsmen and representatives of crafts in education and
industry. Mr. ' Jhitlam said the Government would take steps to
expedite the work of the committee which was established more than
twelve months ago.
The committee will appoint professional assistants to
help prepare its report to the Government.

PUBLIC SERVICE LEAVE
The Australian Government will support a claim by
Commonwealth Public Service Unions for 4 weeks' annual leave
to be heard on 21 December.
The first meeting of Labor's Cabinet decided not to
oppose the claim for extra leave by Commonwealth Public
Servants. The extra leave provisions will apply only to
members of recognised unions and associations involved in
wvork within the Service.
Departments, however, will assume that all staff are
members unless advised otherwise by a union.

Good evening. Just over two weeks ago the people of
Australia gave the Australian Labor Party a clear mandate to put into
effect the policies which I had set forth on behalf of the party
during the campaign. The uncertainties and complexities of the
Australian electoral system are such that it was not possible until
this week to assemble the parliamentary party and elect the full
ministry. But I believed it was essential that the new Government

PRIME MINISTER: Ladies and gentlemen: there is a matter which
will be interesting in the next few days, it concerns diplomatic
relations with East Germany the German Democratic Republic.
I have instructed the Australian Ambassador in Moscow to
have discussions with his East German colleague there, about
the early establishment of diplomatic relations between Australia
and the German Democratic Republic. These discussions are in

" Report to the Nation" on radio and television at 7.30 p. m.
( Eastern Summer Time) tomorrow night ( Yednesday).
A. B. C. radio and television stations will carry the
broadcast and commercial radio and television networks have been
advised of its availability.
The broadcast will be for ten minutes.
