As the election campaign goes on, it becomes more and
more clear that there is a basic difference between Government and
Opposition in their approach to the national problems. I can best
illustrate this by referring to our well-known policy of national
development a policy which we have been pursuing with great
vigour, and in relation to which we have already accepted

FOREIGN AFFAIRS
I will not take up your time by rehearsing what we have
done in the field of foreign policy. In my Policy Speech I made
references to the treaties to which we had become parties, such
as ANZUS and SEATO, which mean so much to our own security and to
the defence of South East Asia against Communist aggression.

I'm going to talk to you for a few minutes about the
development of Australia. I'm sorry if, standing here, I appear
to be rather of a school master about to give you a lecture--I
even have a sort of cane in my hand but there is a map and I

business a Commonwealth Government is overwhelmingly to do

RURAL POLICY
I have been at pains to point out, in various speeches,
the great importance of expanding our production and export of
manufactured and processed goods so as to strengthen our balance
of payments position and reduce the risks of special or emergency
mcasures, designed to reduce imports at times when export incomo
falls. But two things still remain true. The first is that
for many years to come our major exports, supporting our

I deeply regret to learn of the disastrous floods in
New South Wales and of the great personal hardship which has.
fallen on so many people in consequence of the floods. I
extend my i'arm sympathy to those who are suffering.
I have received a telegram this afternoon from the
Premier of Neu South W~ ales, Mr. Heffron, to whom I have
replied as follows
