The Government has previously voiced concern about the
nature and direction of Libyan activities in the South
Pacific region. Some of these activities have been
conducted openly, others many others with varying
degrees of clandestinity. They have become more intense in
the course of this year.
There is no plausible explanation in terms of geography or
legitimate national interest for Libyan activity in this
region, as the Foreign minister and I have both noted in
Parliament and elsewhere.

Nearly four years ago, in August 1983, I announced that
Australia would develop, in conjunction with a number of
South Pacific nations, a Pacific Patrol Boat to meet our
common aspirations for a peaceful and productive Pacific
region.
It is therefore a tremendous personal pleasure to be here
today to hand over the first of those Patrol Boats.

I am pleased to announce there will be three Royal Visits in 1988
to Australia as part of our Bicentennial celebrations.
The Queen and The Duke of Edinburgh have accepted my invitation.
on behalf of the Government and people of Australia to visit for
approximately three weeks in late April and early may. The tour
is expected to include visits to western Australia, Tasmania,
Victoria, Queensland, New South Wales and the ACT.
Her Majesty has kindly agreed to perform the opening ceremony at

Ladies and gentlemen,
It is now nearly three years since I last had the pleasure
of addressing the annual dinner of the Australian Finance
Conference. Perhaps by more than anything else, those three years have
been characterised by an increasing acceptance throughout
the whole nation of the fact that if governments are to
succeed, they must get the economic decisions right.

You can imagine it has been a rather entertaining couple of
days in Parliament, observing from hour to hour an
ever-changing opposition line up.

chronic shortcomings of the Opposition are disturbing.

The Minister for Trade and I today congratulated the Sydney
company Macdonald Wagner on its recent success in winning a
major consulting contract associated with a massive $ 300m
port redevelopment project at Bahia Blanca in Argentina.
The success of Macdonald Wagner in winning the contract is
an example that other Australian consulting firms should
seek to emulate. Trade in services is a rapidly growing

Ladies and Gentlemen, fellow Australians, friends.
Some forty years ago, in the aftermath of war, the Labor
Government led by Ben Chifley took a visionary,
compassionate and historic decision.
It opened the doors of Australia to a great wave of
migration. That was a decision that offered new opportunities in a new
society for a generation of people weary of the warfare and
privation of Europe.
