I want to make a brief general statement about the
Aboriginal Employment Development Policy before Gerry Hand
and Clyde Holding answer your questions about the detail of
this new policy.
The Aboriginal Employment Development Policy represents a
major commitment by my Government to enhance the economic,
educational and employment opportunities of Australia's
Aboriginal people and Torres Strait Islanders.
This nation has few problems as tragic and as complex as the
persistent poverty in which the majority of Aboriginal

FOR MEDIA 17 November 1987
The Auditor-General, Mr John Monaghan, will retire from
office on 31 December 1987. Mr Monaghan recently advised
the Governor-General and I of his intention to retire.
Mr Monaghan has served with distinction in the post for
three years, and before that served with distinction as a
Commissioner of the Public Service Board and in a range of
other important Government posts.
I have extended to him my appreciation for this
distinguished service and have wished him well in his
retirement.

His Majesty Baudouin I, King of the Belgians, and Her
Majesty Queen Fabiola are to make a State Visit to Australia
from Wednesday 25 November to Tuesday 1 December 1987 at the on)
invitation ofthe Governor-General.
The visit will be the first by a Belgian monarch to
Australia. It is tangible evidence of the development of
valuable and friendly relations between the two countries.
Their Majesties will visit Canberra, Brisbane and Sydney

Over the past four and a half years, one of the most

JOINT STATEMENT BY THE PRIME MINISTER AND THE MINISTER FOR
SOCIAL SECURITY, MR BRIAN HOWE
Eligible families can now apply for the Government's new
family benefit.
The benefit fulfils a promise made by the Government during
the election campaign.
In the last Federal Budget, the Government committed itself
to a $ 500 million family package to help out parents who are
working to make ends meet.
In framing our last Budget the Government decided to give
something back to low income families. The recognition by

Thatcher: I was appalled to learn of the terrorist outrage at
Enniskillen. I express through you the deepest sympathy
of the Government and people of Australia to the
relatives and friends of those killed in this callous
crime and to the surviving victims.

BEN-GURION CENTENARY
MELBOURNE,-8 NOVEMBER 1987
Tonight brings to a close a year's celebration in Australia
of the hundredth anniversary of the birth of David
Ben-Gurion a man through whose vision the state of Israel
was born, through whose efforts the Jewish people throughout
the world were united in a common cause, and through whose
ideals the world was given a society of enduring commitment
to the free and egalitarian principles of democracy.

Mr Geoffrey Kolts has retired as Commonwealth Ombudsman. Mr
Kolts, OBE, QC, formerly First Parliamentary Counsel, was
appointed Commonwealth Ombudsman on 1 July 1986. He retired
on October 31.
I extend my thanks to Mr Kolts for his distinguished
contribution to the Australian Public Service.
The Government will be moving quickly to appoint a new
Ombudsman. Pending that appointment Mr Kevin Sainsbury,
Deputy Commonwealth Ombudsman, will act as Ombudsman. Mr
